The search is for THDC vendor registration, but THDC India Limited publishes no vendor or contractor register that a civil contractor can apply to. You qualify tender by tender: each notice tests three years of turnover, completed similar work, and your PAN, GST and EPF/ESI registration, and the bid goes in on the Central Public Procurement Portal for works or on GeM for most supplies and services. The only contractor list on THDC’s tender pages is a small Rishikesh panel for jobs of Rs 5 to 20 lakh, formed in December 2023. A September 2026 slope job at Koteshwar, estimated at Rs 2.61 crore, asked for Rs 78.42 lakh average turnover and an EMD of Rs 5,22,810.

THDC India is a Schedule-A Mini Ratna PSU under the Ministry of Power. Its civil work comes from running plants: Tehri dam and power station, the Tehri pumped storage units, Koteshwar (4 x 100 MW), the Vishnugad Pipalkoti project (VPHEP) under construction near Chamoli, and the Khurja super thermal plant (2 x 660 MW) in Uttar Pradesh. Most notices are issued by the Procurement department at Gangotri Bhawan, Rishikesh, and the big packages by the Corporate Contracts department.

Is there a THDC vendor registration for contractors?

No open one. As on 31 October 2026, the THDC website’s sitemap lists no vendor, supplier or contractor registration page, and the site search returns nothing for “vendor”, “supplier” or “enlistment”. The tender section has four tabs: Tender Notice, Tender Award, Tender Empanelment and Archived Tender. The empanelment tab holds panels for internal auditors, cost auditors, floating solar consultants and floating solar EPC firms, plus one list of works contractors.

The works notices do not ask for an outside licence either. SJVN’s civil tenders want a registration from HPPWD, CPWD or another public body (see the SJVN vendor registration guide). None of the 2026 THDC works notices read for this guide asked for any contractor class. A firm holding an Uttarakhand PWD registration gains nothing from it at THDC. The papers that count are your turnover certificate and your completion certificates.

The one contractor panel: Rishikesh, Rs 5 to 20 lakh

The contractor list on the empanelment tab is a circular, letter no. 2023-24/820 of 27 December 2023, signed by the Senior Manager (Procurement), Rishikesh. It is a scanned Hindi-English page with no text layer. It empanels contractors for civil and electrical works of the Services department at Rishikesh for two years, November 2023 to November 2025, extendable by two more years on performance.

Category Work Job value Firms listed
CB Civil Rs 10 lakh to Rs 20 lakh 13 (one also in EC)
CC Civil Rs 5 lakh to Rs 10 lakh 1
EC Electrical Rs 5 lakh to Rs 10 lakh 3

No fee, form or application window is published, and no newer call for this panel appears in the archive. THDC also floats “limited” e-tenders, open only to firms it invites. Two read for this guide, a Rs 4.59 lakh security post at Rishikesh (NIT 69, October 2026) and Rs 12.54 lakh of pothole repairs on Tehri’s B. Puram to Koti road (NIT 32, June 2026), carried no EMD or tender fee. Neither says who was invited. If you work around Rishikesh, write to the Procurement department and ask whether the panel is being renewed or refilled.

What THDC civil tenders asked for in 2026

Open tenders follow one formula. Average annual turnover over the last three financial years must be at least 30% of the estimate. Similar completed work in the last seven years must be three jobs of 40% of the estimate, two of 50% or one of 80%, with the estimate taken including GST. EMD runs at about 2%.

Tender (2026) Estimate EMD Tender fee Turnover needed
NIT 63: water pipeline repairs, Bhagirathipuram, Tehri Rs 4,34,000 Not applicable Rs 590 Rs 1,30,200
NIT 40: drain and safety works, VPHEP Pipalkoti Rs 10,54,206 Rs 21,084 Rs 590 Rs 3,16,262
NIT 59: repair and maintenance, Khurja plant and township Rs 49,13,234 Rs 98,300 Rs 1,770 Rs 14,73,970
NIT 13: gabion wall on muck dump slope, Koteshwar Rs 1,36,32,288 Rs 2,72,646 Rs 1,770 Rs 40,89,686
NIT 60: slope treatment above diversion tunnel inlet, Koteshwar Rs 2,61,40,242 Rs 5,22,810 Rs 2,950 Rs 78,42,073
NIT 36: slope stability below left bank shaft spillway, Tehri dam Rs 3,50,99,949 Rs 7,02,000 Rs 2,950 Rs 1,05,29,985

Estimates exclude GST, and on the larger jobs also EPF, ESI and labour cess. The tender fees work out to Rs 500, Rs 1,500 and Rs 2,500 plus 18% GST.

The Koteshwar slope tender, read line by line

Take NIT 60 of 2026-27, open from 17 September to 8 October 2026: slope treatment above the diversion tunnel inlet at Koteshwar with self-drilling rock anchors (SDRA) and high-tensile cable net, ten months to finish. Similar work means slope protection, slope stabilisation or riverbank protection including SDRA work in a hilly area. A retaining wall on a plains road would not match that definition.

The turnover test used 2022-23 to 2024-25, a year older than the Pipalkoti pipeline notice, which asked for 2023-24 to 2025-26. Match the CA certificate, with UDIN, to the years each notice names. Experience certificates must show the agreement number, value, start and finish dates, and the signing officer’s name and designation. Certificates from PSUs and government departments count as they are. A private client’s certificate counts only with TDS certificates. Sub-contract experience counts only if the main client or owner issued or certified it. Joint ventures and consortia are refused.

Part I also takes PAN, GST registration (Form REG-06), EPF and ESI registration, and a stack of THDC formats: tender form, warranty form and power of attorney on stamp paper, a statement of deviation, the bidder’s declaration and a signed anti-bribery policy. Two steps happen offline. The tender fee goes as a physical demand draft or pay order payable at Tehri, or by RTGS with the UTR intimated, and a bid without it is rejected. EMD can be a demand draft, a bank guarantee from a nationalised bank valid 30 days past the offer, an FDR or an RTGS transfer.

Only Class-I local suppliers may bid under the DPIIT Public Procurement (Preference to Make in India) Order, 2017. The short NITs say nothing about EMD exemption for MSEs. Read the full tender document on the portal before assuming your Udyam certificate saves you the 2%.

Where THDC tenders are filed: CPPP and GeM

Every 2026 works NIT says amendments are posted on eprocure.gov.in, the Central Public Procurement Portal (CPPP). Enrolment there is a one-time, free step done with a digital signature certificate. The NHPC vendor registration guide walks through it, and the same login works for THDC. On 31 October 2026, though, CPPP showed one live THDC tender, the Rishikesh security post (tender ID 2026_THDC_931405_1).

Of the 16 live notices on THDC’s tender page that day, 15 were GeM bids, from grease and pump sets to an AC maintenance contract. Even “annual upkeeping of all spillway structures at Tehri” for two years went out on GeM in October 2026 as an unskilled manpower bid. That bid’s estimated value was Rs 27,73,940, with an EMD of Rs 55,479, minimum average turnover of Rs 4 lakh, seven years of similar experience and a 5% performance guarantee. It allowed no MSE relaxation on turnover or experience, but gave MSE service providers a purchase preference within 15% of the lowest price. For THDC service and supply work, your seller profile on GeM is the nearest thing to a vendor registration; the guide to GeM registration for contractors covers it.

Large packages are a different league. The Kalai-II package in Arunachal Pradesh (CC-538, December 2025) was estimated at Rs 1,588.75 crore. It asked for Rs 10 crore EMD, Rs 642 crore average turnover and Rs 86 crore working capital. A machine owner reaches that work as a sub-contractor, and THDC’s own rule says that certificate will count later only if the owner certifies it.

The banned-bidder rule

Every THDC bid carries a declaration (Annexure-H) that you are not banned by the Ministry of Power or THDC, and not on the banned lists of CPPP or GeM. THDC’s eligibility notice spells out the timing: a ban received before the tender is published makes you ineligible. One received after technical opening stops your price bid being opened. Its debarment guideline allows bans of up to two years, ordinarily at least six months, and a ban by any one project applies across the whole company.

Machines on THDC hill works

The short NITs list no plant, so the bill of quantities in the full document decides what you need. The work itself points to the fleet. The Koteshwar gabion wall (Rs 1.36 crore in four months) means excavation and stone filling on a narrow dump slope, which suits a 7-tonne crawler such as the Tata Hitachi EX 70 Prime (7,200 kg, buckets of 0.13 to 0.68 cubic metres, about Rs 31–37 lakh ex-factory, indicative, as of Oct 2026). The Pipalkoti drain and the colony pipeline repairs are backhoe jobs for a JCB 3DX (about Rs 28.5–33.5 lakh ex-factory, indicative, as of Oct 2026). Pothole patching on the Tehri dam roads needs a small tandem roller, the class of the 3.4-tonne Ammann ARX 32.2.

A THDC job of Rs 10 to 50 lakh rarely pays for a new machine on its own. If a string of Tehri and Koteshwar slope jobs justifies one, line up equipment finance before the bid date, since the turnover and EMD come out of the same working capital.

When to bid for THDC work and when to stick with your PWD class

Bid for THDC when you already have the completion certificates the formula wants: slope, gabion, riverbank or SDRA work in the hills, or building and pipeline maintenance near Tehri, Koteshwar, Pipalkoti or Khurja. You need no new registration, only a CPPP login, a GeM profile and EPF/ESI codes. If your experience is plain road or building work below the 40% bar, stay with your state PWD class for now. Take sub-contracts under THDC’s slope and spillway contractors, and get the owner to certify them. Live THDC and other PSU works are listed with estimate, EMD and closing date on the government tenders and opportunities board.

Figures come from THDC’s tender, empanelment, archive and notice pages, NITs 13, 32, 36, 40, 59, 60, 63 and 69 of 2026-27, GeM bid GEM/2026/B/8102961, tender CC-538 and the CPPP organisation list, as read on 31 October 2026. Machine prices are indicative and vary by variant, location and date. Rules, fees and tender terms change. Confirm the current position with THDC’s Procurement or Corporate Contracts department and the full tender document before you bid. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
