Uttarakhand contractor registration is split across departmental registers. For roads, buildings and bridges you register with the Public Works Department (PWD) in classes A to E. Its standard operating procedure of 19 March 2022 sets limits from up to Rs 20 lakh (class E) to above Rs 3 crore (class A) and a fee of Rs 125. Water supply and sewer work for Uttarakhand Peyjal Nigam needs enlistment on the Nigam’s own list, with fees of Rs 5,000 to Rs 15,000 and a three-year validity. The Irrigation department publishes no registration rules on its website, so ask its division office before you bid.
A contractor in Haldwani with a PWD class C certificate sees a pipeline tender from Peyjal Nigam and asks the obvious question: does my registration count? It does not. The PWD and Peyjal Nigam keep separate lists, and Peyjal Nigam considers tenders only from contractors enlisted with it.
Which register do you need for road, water or irrigation work?
Start with the department that will pay you.
| Work you want | Register | Published rules |
|---|---|---|
| Roads, buildings, bridges, plus electrical, mechanical and sanitary works of the PWD | PWD Uttarakhand, classes A to E | Engineer-in-Chief’s office order and SOP of 19 March 2022 |
| Water supply, pipe laying, tube wells, sewers, treatment plants for Peyjal Nigam | Uttarakhand Peyjal Nigam, classes A to D, by category | Enlistment regulations of 2010, amended from 1 April 2016 |
| Jal Sansthan works | Jal Sansthan’s own online contractor registration | Rules not published separately on its website |
| Canals, flood protection and other irrigation works | Irrigation department | None on the department’s website in October 2026 |
Holding several registrations is normal. The PWD affidavit asks whether you are already registered with the PWD or any other department, and wants the class, registering authority, number, validity date and tender limit of each one. For a picture of how other states run these lists, see the guides to irrigation department contractor registration and PHED contractor registration.
PWD Uttarakhand contractor registration: classes and limits
The PWD register goes back to Uttar Pradesh’s 1982 contractor registration rules, amended in Uttarakhand in November 2003. The current working document is an office order of the Engineer-in-Chief dated 19 March 2022, with the SOP attached. It moved registration and renewal online from 1 March 2022 for every class and type of work.
| Class | Work value allowed | Solvency for roads, buildings, bridges | Security deposit, same works | Registering officer |
|---|---|---|---|---|
| A | Above Rs 3 crore | Rs 10 lakh | Rs 1,00,000 | Engineer-in-Chief and zonal Chief Engineers |
| B | Up to Rs 3 crore | Rs 3 lakh | Rs 30,000 | Zonal Chief Engineer |
| C | Up to Rs 1.5 crore | Rs 1 lakh | Rs 10,000 | Superintending Engineer |
| D | Up to Rs 75 lakh | Rs 0.5 lakh | Rs 5,000 | Executive Engineer |
| E | Up to Rs 20 lakh, no experience needed | Not stated | Not stated | Not stated |
The limits come from a government order of 8 October 2021. The SOP marks class E’s rules as under consideration. Sanitary and water supply, electrical and mechanical works carry much lower solvency and deposit figures. For sanitary work, for example, the solvency runs from Rs 0.5 lakh for class A down to Rs 0.05 lakh for class D.
The fee is Rs 125 for registration or renewal in every class, paid online. The security deposit is separate. It is pledged as a post office NSC or a bank FDR in favour of the registering officer, and the original must reach that office within one month of registration. If it does not, the registration lapses on its own. The SOP does not say how long a PWD certificate stays valid, so ask the registering office.
Machinery and engineers the PWD asks for
The SOP’s Appendix D lists the minimum tools and plant for each class, and you upload the list with your application.
| Equipment | Class A | Class B | Class C |
|---|---|---|---|
| Concrete mixers | 2 | 1 | 1 |
| Vibrators | 3 (2 needle type) | 2 (1 needle type) | 1 |
| Water pumps | 2 | 1 | None |
| Excavator cum loader (JCB) | 2 | 1 | 1 |
| Road rollers (roads only) | 2 | 1 | None |
| Truck or tipper | 1 | None | None |
| Diesel winches, 65 tonne (bridges only) | 2 | 1 | None |
| Diesel generating set, 25 kW (bridges only) | 1 | None | None |
A note under the table says enlistment is normally for all three trades (buildings, bridges and roads). If you want work in one trade only, you must arrange all the plant that trade needs. Even class C asks for one excavator cum loader, which in practice means a backhoe loader, so a small firm without one cannot meet the list. If buying the machine is what stands between you and a higher class, compare construction equipment loans before you apply.
Technical staff follow Appendix C, as amended by a government order of 26 October 2017. For roads, buildings and bridges, class A needs one civil engineering degree holder and two diploma holders. Class B needs one degree holder and one diploma holder, class C one diploma holder, and class D needs no engineer. For each person you upload the qualification, Aadhaar, PAN and a salary slip. Electrical works are tied to the Chief Electrical Inspector’s licence. An A licence leads to class A, and a B licence to class B or C. The electrical contractor licence guide covers that licence.
Documents and experience for the PWD file
The 2022 SOP lists these uploads:
- Recent passport photos of the proprietor, or of every partner or director.
- A character certificate from the District Magistrate, or an officer he authorises, for each of them.
- A solvency certificate from the District Magistrate or a scheduled bank. A company may give its last CA-audited balance sheet instead.
- PAN card, an Uttarakhand GST certificate and an income tax clearance for the latest assessment year.
- Partnership deed with the registrar’s certificate, or a company’s memorandum.
- Experience certificates and the machinery and staff lists.
- A self-declaration affidavit on a Rs 100 stamp paper, verified by a notary before witnesses.
The solvency certificate for a tender guide explains how that certificate is usually assessed. For class A, the 2003 order wants five works for government departments of at least Rs 10 lakh each, completed satisfactorily. Appendix E sets lower experience figures for the other classes: Rs 5 lakh for class B, Rs 1 lakh for class C and Rs 0.25 lakh for class D in road, building and bridge work.
The experience certificate format shows what hill work looks like on paper. It has columns for hill side cutting, walling, WBM including GSB, bituminous work, culverts and bridges, by physical quantity and by value. Only the Executive Engineer of the division can issue it. A certificate in any other format is not valid for tenders.
In the affidavit you declare that no partner or director is blacklisted by any department in any state, and that you hold no share in another firm registered with the PWD. A false affidavit can bring cancellation, blacklisting or debarment.
How to apply and how long it takes
The 2022 SOP told applicants to apply online on the Invest Uttarakhand website. The PWD’s home page now also links a “Contractor’s Registration” portal at registrationpwd.uk.gov.in. We could not open either application screen in October 2026, so check with the registering office which one is taking applications.
The SOP sets deadlines for the department too. The office has 15 days to check your file and send it back on the portal if anything is missing. Verification of documents gets another 15 days, and registration must follow within 15 days of that. In normal conditions the whole process is to finish within 45 days under the state’s right to service law.
Peyjal Nigam enlistment for water and sewer work
Uttarakhand Peyjal Nigam runs a separate list under its Regulations for Classification and Enlistment of Contractors, 2010. Its board approved amendments on 14 January 2016, effective from 1 April 2016. The amended text is posted on the Jal Sansthan website, and the Nigam’s own site did not load when we checked.
| Item (2016 amendment) | Class A | Class B | Class C | Class D |
|---|---|---|---|---|
| Registration fee, non-refundable | Rs 15,000 | Rs 10,000 | Rs 7,500 | Rs 5,000 |
| Pipe laying tender limit | Any value | Rs 150 lakh | Rs 70 lakh | Rs 40 lakh |
| Pipe laying minimum solvency | Rs 30 lakh | Rs 15 lakh | Rs 10 lakh | Rs 2 lakh |
| Each of five past pipe laying works | Rs 50 lakh | Rs 30 lakh | Rs 15 lakh | Not required |
| General security, pipe laying | Rs 1,00,000 | Rs 50,000 | Rs 25,000 | Rs 10,000 |
| Enlisting officer | Managing Director (handled at head office) | Chief Engineer, Garhwal or Kumaun | Superintending Engineer | Executive Engineer |
Each category of work needs its own application, and you can tender only within the area of the officer who enlisted you. Applications are taken from 1 January to 31 March without a late fee. After that a late fee of Rs 800 a month applies until 31 August, and Rs 1,500 a month from September to December. Enlistment is valid for three years. You apply for renewal in the two months before expiry, paying the same fee again. If you have the money, staff and machines but not the experience, the Nigam can enlist you provisionally in the lowest class of the category for two years.
Machines count here too. For pipe laying, class A needs two hydraulic testing units, a hydraulic air compressor and two trucks or tractors; tube well work needs rig machines and air compressors.
Jal Sansthan’s website links its own online contractor registration form but publishes no separate rules or fees, so ask its division office how it grades contractors.
The bottom line
Pick the register by the work. Roads, buildings and bridges mean the PWD, where a class C to A certificate depends as much on your backhoe, rollers and engineers as on your bank balance. Water and sewer lines mean Peyjal Nigam’s separate, costlier enlistment. For irrigation, get the rules from the division office in writing. The wider PWD contractor registration guide shows how other states compare. Once you are registered, track government tenders and opportunities and bid within your class.
Figures here come from the Uttarakhand PWD Engineer-in-Chief’s office order and SOP of 19 March 2022 and from the Uttarakhand Peyjal Nigam enlistment regulations of 2010 as amended from 1 April 2016, read in October 2026. Rates, schemes, rules and fees change; confirm current terms with the department, bank or registering office before you apply or pay.
