NLC vendor registration means two different things. Manufacturers who supply NLC India apply for a permanent vendor code through a five-stage check of purchase orders, accounts and machinery, and the procedure says it is free. Contractors and service firms do not wait on a list: you enrol once on NLC’s NeAT portal with a Class 3 digital signature, or sell on GeM, and each tender tests your past work, turnover and machines afresh. A Mine-IA desilting tender at Neyveli in October 2026 asked for Rs 53 lakh average turnover, EMD of Rs 2,16,000 and two backhoes with 0.90 cubic metre buckets.
NLC India’s vendor page has six links. The first, Online Vendor Registration, opens a tender portal whose own notice reads: “There is no separate registration needed to participate in tenders.” The second opens a 2021 procedure that describes a long approval process ending in a permanent vendor code.
Both are true, for different people. What follows comes from NLC’s own documents and three live tenders read on 28 October 2026.
Is there an NLC vendor registration for contractors?
Not in the sense of a contractor class or enlistment. NLC’s Standard Operating Procedure for Vendor Development, a 2021 document still linked from its vendor page, belongs to the Materials Management Complex, the purchase side. It lists these routes:
| Route in the SOP | Who it is for | What it lets you do |
|---|---|---|
| Open tender (PTE) enrolment | Manufacturers, dealers, distributors, agents | Bid in open tenders; needs DSC plus MSME, GST, PAN and CIN |
| New vendor registration | Manufacturers only | Permanent vendor code; open, limited, single and global enquiries |
| Temporary vendor (“T” code) | Firms added by a user department, and GeM sellers | Join limited enquiries; permanent code after a win |
| Special registration | SC/ST and women-owned MSEs | Temporary code without accounts or past orders |
Open tender enrolment is processed within three working days. Works and service contractors appear nowhere in the procedure; their door is the tender itself.
NLC supplier registration for manufacturers
If you make parts, consumables or attachments, the permanent vendor code is worth the paperwork, because limited tender enquiries go to vendors picked from NLC’s own database and open-tender enrolees cannot join them. The application asks for:
- At least three purchase orders from government, PSU or reputed private buyers, received within five years, with order values visible.
- Audited balance sheets and profit and loss statements for three years, certified by a chartered accountant with UDIN.
- Factory licence, Udyam or NSIC registration showing you have made these products for three years.
- A CA or chartered engineer certified list of machinery installed at your works.
- GST certificate, PAN, an undertaking on letterhead and your GeM user ID.
Each file can be up to 5 MB, 10 MB in all. NLC then verifies the invoices and payments behind your purchase orders, sends the file to user departments for technical recommendation, has finance review your accounts, and allots an alphanumeric code once the head of the Materials Management Complex approves. Vendors who ignore three enquiries in a row, or let documents lapse, can be made inactive.
NLC vendor registration online: enrolling on NeAT
The 2021 procedure names an older portal, eproc.nlcindia.com. NLC now runs tenders on NeAT, its e-auctioning and tendering portal, and old eproc and e-Contracts logins carry over. New bidders choose New Enrolment, insert a Class 3 digital signature token, fill the form, register an encryption certificate and submit.
NeAT is only half the picture. On 28 October 2026 it listed 16 live tenders, mostly civil works and power projects. A GeM search the same day returned 53 ongoing bids from NLC India Limited, and that is where most mine services now go: desilting, conveyor upkeep, dozer maintenance help, operators for mining equipment and vehicle hire. If you have not set up a seller profile yet, the steps are in the guide to GeM portal registration for contractors.
What an NLC mine tender actually tests
The clearest example is tender MIA/SHORT TERM/SMD/DCB/A013/2026-27, issued by the Mines Contracts Division on 5 October 2026 and run on GeM as bid GEM/2026/B/8118134. It covers desilting the J.N. Salai drain inside Mine-IA at Neyveli over 150 days, with bids closing at 15:00 on 30 October 2026. The Schedule-I value is Rs 73,06,358, about 1,04,800 cubic metres of desilting plus second handling and transport, and the GeM page shows an estimated bid value of Rs 86,44,133.67 including taxes.
| Test | Rule in the Mine-IA tender (October 2026) |
|---|---|
| Similar work, last 7 years | One job of Rs 58.60 lakh, or two of Rs 36.62 lakh each, or three of Rs 29.30 lakh each |
| Average annual turnover | Rs 53 lakh over the three years before the bid opening date |
| Net worth | Positive in the latest audited accounts |
| EMD | Rs 2,16,000 by surety bond, demand draft, bank guarantee or online payment; MSEs exempt |
| Other papers | Own PF code, GST, PAN and online tax statements showing zero liability for four years |
| Price | One percentage of the Schedule-I value, followed by reverse auction |
Similar work is wider than mining
The tender counts excavation or transport of earth, lignite, minerals or ores, handling of forest or farm produce, or desilting of drains, ponds and lakes, done for a government, PSU or public limited company client. A drain or lake desilting job for a municipality or state department qualifies on paper. Compare the Coal India vendor registration guide, where an overburden bid counts only excavation inside a mine, and NMDC vendor registration, where excavator hiring in any industry counts.
The machinery clause, line by line
The special conditions ask you to deploy at least two backhoes with a bucket of 0.90 cubic metres or more. Nothing in the 83-page document sets a machine age or asks for ownership papers. A bucket that size is normally found on a 20-tonne class excavator: the Tata Hitachi EX 210 Infra excavator lists buckets from 0.86 to 1.5 cubic metres and the Hyundai R210 Smart Plus lists 0.87 to 0.92, so check the bucket fitted before you count either. If you plan to send backhoe loaders, ask the Mines Contracts Division in writing first.
Mine rules bite harder than the machinery clause. Tippers, lorries and tractors must pass a fitness test at NLC’s Mini Auto workshop, carry audio-visual sirens and valid emission certificates, and get written permission to run in the mine’s prohibited area. No contractor vehicle may enter between 6 pm and 6 am without permission, and each safety breach costs at least Rs 5,000 from your bill. NLC’s estimate prices desilting at Rs 19.08 per cubic metre and transport at Rs 11.01 per cubic metre per kilometre, and your single percentage applies to all of it.
Tippers on lease: the bottom ash bid
A GeM bid from NLC’s thermal contracts office, GEM/2026/B/8133466 of 21 October 2026, hires transport of 9,750 cubic metres of bottom ash from TPS-II Expansion to dumps 5 to 12 km away, some inside Mine-II. You need at least two tippers of 7 tonnes or more, in your own name or on a valid lease for the whole contract. Lorries are not allowed.
Tippers entering the mine must carry the safety devices listed under a DGMS circular, including a cabin canopy, seat belt reminder, retarder brake, speed limiter, proximity warning device, body-raised alarm and load indicator, and drivers need valid vocational training. EMD is Rs 22,000, there is no diesel price adjustment, and MSEs get no relaxation in experience or turnover. The GeM page asks for a 5% performance guarantee for 17 months while the buyer’s own conditions say none is needed, so raise it at the pre-bid meeting before you price the job.
Live hiring and earthwork tenders like these are gathered on the government tenders and opportunities board.
Works tenders on NeAT: a Talabira mine road
Road, civil and project work stays on NeAT. Tender TP/DCB/04/2026-27, dated 29 September 2026, lays bitumen roads around the parking area and from the mine gate at Talabira II and III, the 20 million tonne a year coal mine in Odisha. It asks for road or road maintenance work in the last seven years worth Rs 130.78 lakh in one job, Rs 81.73 lakh each in two, or Rs 65.39 lakh each in three, and average turnover of Rs 98.08 lakh. EMD is Rs 4,05,000, the tender fee Rs 2,000, and the job runs six months. Bids sent from the same IP address as another bidder are rejected outright.
The Talabira and Mine-IA documents both take a 5% security deposit, part of it recovered at 10% of each bill. Quote below 75% of the tender value and another 5% is held. Delay costs 0.5% of the contract price a week, capped at 5%.
What MSE, SC/ST and women vendors get
The mine tender conditions exempt MSEs from EMD in every tender except works contracts, and the Talabira road tender, a works contract, offers no MSE waiver anywhere in its text. An MSE that wins must pay the EMD amount as initial security deposit before the award letter, and one that then fails to pay can be banned, with the MSME and NSIC authorities told. NLC also rejects certificates that show an NLC quarters address as the factory address.
NLC’s vendor procedure targets 4% of purchases from SC/ST vendors and 3% from women vendors within the 25% MSE share. SC/ST vendors give a bank guarantee of 5% instead of 10%, and NLC is registered on the Invoicemart TReDS platform for invoice discounting.
Banning and the debarred list
NLC publishes a banned and debarred list. On 28 October 2026 it held 35 entries, 28 of them for two years and every one covering all items. The mine conditions set a six-month suspension for poor performance, a one-year ban for substandard work not put right, and a two-year ban for cartels, forged papers, or walking away after bids open or the award letter arrives. Failing to pay workers’ wages costs a penalty of 10% of the wage bill.
Money you need before the first bill
Plan for the EMD, the security deposit and three months of diesel and wages. The bottom ash bid sets daily wages from 1 April 2026 at Rs 556 for unskilled and Rs 918 for highly skilled workers, and NLC deducts 0.2% of every bill for a contract workers’ death relief fund. The Mine-IA terms promise payment within seven days of a complete bill; the bottom ash bid allows 30 days. The NTPC vendor registration guide covers the power major that keeps a standing enlistment.
The bottom line
Unless you manufacture what NLC buys, skip the vendor code. Get a Class 3 signing and encryption certificate, enrol on NeAT, build a GeM seller profile, and watch both for Neyveli, Barsingsar and Talabira work. Read the similar-work definition and the machinery clause first, because they change from one tender to the next. If two 0.9 cubic metre excavators or a pair of leased tippers stand between you and a bid, compare construction equipment loans and finance options against the 5% security deposit before you commit.
