Forest department contractor registration is a state matter, and not every state keeps a register for civil works. Kerala registers forest contractors by class under its Forest Code. Manipur’s 1992 rules have four classes, with Class C for civil contractors and a five-year validity. Tamil Nadu forest divisions keep a contractor panel. In Karnataka, a PWD registration is valid for every state department, forest divisions keep local lists, and plantation tenders want forestry work certified by a Deputy Conservator of Forests. A 2024-25 West Bengal forest tender was open to any bona fide contractor on the state e-tender portal.
A fencing job in Karnataka’s Mandya forest division shows how this plays out. The contractor who won three RCC pole fencing works there, worth Rs 1,09,32,990 together, was a Class I PWD contractor and also registered with the Mandya Forest Division, whose tender notice went to every contractor on its list. Neither registration was a national forest licence, because none exists.
What follows comes from the departments’ own codes, one published tender notice and five court records from 2022 to 2026. Each fact carries its date, and rules change by government order, so confirm them with the forest division.
Does every forest department keep a contractor register?
No. Some keep their own register: Kerala and Manipur register forest contractors by class, and Tamil Nadu divisions keep a contract list panel. Some accept another department’s registration, as Karnataka does with the PWD’s. Others e-tender the work to any eligible bidder, as a 2024-25 tender from West Bengal’s forest directorate did.
Some work never reaches a contractor. Karnataka’s Forest Account Code lets the Range Forest Officer carry out works directly with piece-work and muster-roll labour, and it names pitting and trench digging among the works checked this way.
Forest department contractor registration, state by state
This is not a complete list. A fact taken from a judgment is the rule as the court recorded it on that date.
| State | Is there a forest contractor register? | What is on record | Source and date |
|---|---|---|---|
| Karnataka | Divisions keep local lists; civil works take the PWD registration | PWD registration valid for all state departments; plantation tenders ask for forestry experience certified by a Deputy Conservator | KPWD Code 2014, clause 251; Karnataka High Court, 15 Jul 2026; Bengaluru commercial court, 1 Jul 2026 |
| Kerala | Yes, by class | A class registration for timber extraction; rules sit in the Kerala Forest Code; renewal cards issued by a Chief Conservator’s office | Supreme Court, 25 Apr 2025; Kerala High Court, 23 Feb 2026 |
| Manipur | Yes, four classes | Class A timber, B fuelwood and minor forest produce, C civil, D permit holders; five-year validity | Manipur Registration of Forest Contractors Rules, 1992 |
| Tamil Nadu | Yes, a division contract panel | Block-listing and removal by the department; appeal to the next higher officer under the Forest Department Code | Madras High Court, 4 Aug 2022 |
| West Bengal | No separate register seen | Open e-tender to bona fide contractors with similar-work credentials, bid on wbtenders.gov.in | Sundarban Tiger Reserve NIT No. WBFOR/STR/DFD/NIT/11(e)/2024-25 |
Manipur’s rules are the most complete on paper. You apply to the Deputy Conservator of Forests (HQ) with an income-tax clearance and proof of financial soundness, which for Class C means an annual income of Rs 15,000 and no insolvency in the past two years. A committee chaired by the Principal Chief Conservator meets once a year to approve applications, and a Class C contractor may hold no more than five civil works at a time. These are 1992 figures. We found no later revision, so confirm them with the Principal Chief Conservator’s office.
Karnataka forest department contractor registration, worked through
Karnataka is the state searchers name most often, and its answer has three parts. First, the registration itself. Clause 251 of the Karnataka Public Works Departmental Code, 2014 says a PWD registration is valid for the works of all government departments and undertakings in its area, and that no separate registration is required elsewhere. Classes, limits and fees are set out in our guide to Karnataka PWD contractor registration. Class IV covers works up to Rs 25 lakh in your own district or division; Class I has no limit.
Second, the division list. The Mandya case shows forest divisions keep their own list of registered contractors and send tender notices to it. We found no published form or fee for it, so ask the Deputy Conservator’s office of your division.
Third, the experience test, which trips up road contractors. On 15 July 2026 the Karnataka High Court upheld a plantation tender that asked for forestry works, such as raising and maintaining seedlings, completed as prime contractor in the last three years. It also wanted one similar work at least equal to the estimated cost, with two years of maintenance, certified by an officer not below Deputy Conservator of Forests. The petitioner, a Class I government contractor, offered construction experience instead, and his bid was rejected. The court held that the reserved-category relaxation in the Government Orders of 3 February 2024 and 21 August 2024 covers only construction works.
To see what forest divisions actually put out before you spend on paperwork, check the open works on the government tenders board.
Is there a forest department contractor registration online?
We found no state forest department with its own online contractor registration portal. The online steps sit elsewhere. Karnataka’s PWD registration became an online service under a Government Order of 11 September 2020, and an order of 18 February 2025 added a QR code licence for Class I and II. Bidding is online too: Karnataka’s Transparency in Public Procurements Act, 1999 puts tender notices on the state e-procurement portal, and the West Bengal notice requires enrolment on the state system with a digital signature certificate. A search for forest department vendor registration usually ends there.
Documents and conditions that keep coming up
The tender notice is the only checklist that counts, but these items recur.
- An income-tax clearance or return.
- Completion certificates for similar work from a government client.
- Your PWD, CPWD, MES or Railways enlistment certificate, where you hold one. The West Bengal notice asks Class I holders to produce it.
- GST and PAN, a trade licence, and firm or company papers.
- A declaration that no department, forest department included, has debarred you in the last five years.
The PWD contractor registration guide covers the enlistment many forest tenders lean on.
How a forest registration is lost
Idle registrations get cut. Manipur’s rules let the department remove a contractor who has not bid for two years. In Kerala, a circular of 29 February 2020 refused A class renewal to contractors who had not bid in any timber-extraction tender in the previous year. The Supreme Court’s judgment of 25 April 2025 records the Kerala High Court’s view that these rules are executive instructions in the Kerala Forest Code and that renewal is “not a fundamental or statutory right”, then upholds the divisional officer’s power to cancel and re-tender a tree-felling work.
Block-listing is the other risk. In the Madras High Court case of 4 August 2022, a registered contractor was removed from the panel after a delayed cement block work in a Madurai forest, and the court sent him to his appeal before the Conservator, to be heard within two months.
Where the JCB and excavator work sits in forest tenders
Forest works lean on local labour; the West Bengal bridge notice requires unskilled workers to be hired only from MGNREGS job card holders. Machines earn in the earth items. Karnataka’s Forest Account Code (para 117, in the copy the department posted on 19 November 2020) lists civil works under tender contract as “buildings, bridges, roads, earth work for plantation etc.” The Range Forest Officer records the measurements, and the Assistant Conservator check-measures all of the work for quality and quantity before the Deputy Conservator pays.
For pits, staggered trenches and forest road upkeep, a backhoe loader such as the JCB 3DX covers most jobs and drives between sites. For earthen check dams, percolation ponds and road formation, a 20-tonne-class excavator such as the Tata Hitachi EX 210 Infra is the usual machine. Canal and tank work needs a different register, explained in irrigation department contractor registration.
The bottom line
First find out whether your state’s forest department keeps its own register, takes a PWD registration, or simply e-tenders. In Karnataka, hold a PWD registration, get on your division’s list, and collect forestry work certificates signed at Deputy Conservator level, because a construction record alone may not qualify you.
Watch live forest and rural works on the government tenders board, and if winning those works depends on adding a backhoe or excavator, compare equipment finance options before the planting season tenders open.
Rates, schemes, specifications and prices change. Contractor registration rules, classes, documents and fees are set by each state government and revised by government order. The facts here are as published by the department or as recorded by the courts on the dates given. Confirm current terms with the forest division, the registering office, the OEM, dealer or bank before applying, bidding or buying.
