Odisha contractor registration is done under the P.W.D. Contractors Registration Rules, 1967, which sit as Appendix VIII of the Odisha Public Works Department Code, Volume II. There are six classes, and a Works Department order of 9 September 2022 gives each a band of work values: Super Class above Rs 20 crore, Special Class Rs 6 crore to Rs 50 crore, A Class Rs 1 crore to Rs 20 crore, B Class Rs 20 lakh to Rs 3 crore, C Class up to Rs 40 lakh and D Class up to Rs 20 lakh. Fees run from Rs 3,000 to Rs 2 lakh, a certificate lasts three years, and every contractor must be on the state’s CDMS portal.

Odisha’s class limits work as bands with a floor as well as a ceiling. A Special Class contractor cannot bid for a Rs 4 crore road job, because Special Class work starts above Rs 6 crore. That one detail decides which class is worth applying for.

This guide is built from the Works Department’s own code and office memoranda. We read the department’s full list of circulars up to October 2026 and found no change to the class bands after September 2022.

Who handles Odisha contractor registration?

The Works Department owns the rules. They came into force on 16 October 1969 and apply to every public works wing under the Works, Irrigation and Power, and Housing and Urban Development departments. Rule 2 is blunt: no work goes to anyone who is not registered and holding a valid certificate.

Super, Special and A Class contractors may tender under any wing or department of the state government. B, C and D Class contractors registered in one wing may tender in the other wings for everything except electrical work. Rural Works tender notices from 2025 and 2026 ask for the same classes “of Odisha PWD”.

Since an office memorandum of 23 August 2018, registration on the Contractor Database Management System (CDMS) at www.cdmsodisha.gov.in is mandatory for all contractors. Its public counter showed 66,221 contractors on 30 October 2026. For how other states do it, see the PWD contractor registration guide.

Odisha contractor registration classes and tender limits

The bands come from Works Department Office Memorandum No. 12586/W of 9 September 2022, which replaced the 2014 and 2018 limits. The registering authorities come from Rule 4 of the 1967 rules.

Class Works you can tender for Registering authority
Super Class Above Rs 20 crore Committee of Chief Engineers, chaired by the Engineer-in-Chief (Civil)
Special Class Above Rs 6 crore, up to Rs 50 crore Same committee
A Class Above Rs 1 crore, up to Rs 20 crore Same committee
B Class Above Rs 20 lakh, up to Rs 3 crore Additional Chief Engineer, or the Chief Engineer where the wing has none
C Class Up to Rs 40 lakh Superintending Engineer
D Class Up to Rs 20 lakh Superintending Engineer

The bands overlap on purpose. A Rs 10 crore job is open to both A and Special Class, while a Rs 30 crore job is open to Special and Super. Below Rs 20 lakh, C and D Class compete. Tender notices apply the floors too: a Sambalpur (R&B) notice of December 2023 opened a Rs 54 lakh job to B Class only and a Rs 22.25 lakh job to B and C Class. The committee for the top three classes meets at least once every three months, so plan an upgrade around that cycle.

Contractors from outside Odisha can bid if they hold an equivalent class with another state, MES, the Railways or CPWD. A 2007 amendment says the winner must then register with the Odisha PWD before signing the agreement.

Fees, deposit and renewal

The fee, deposit and renewal tables below are the latest published in the OPWD Code, and all three date from 2005. The 2018 and 2022 orders changed eligibility and limits, not these amounts. The fee is paid by treasury challan, and the deposit is pledged to the registering authority in post office savings, a National Savings Certificate, a post office time deposit or a Kisan Vikas Patra.

Class Registration fee Deposit (Rule 7) Renewal fee
Super Class Rs 2,00,000 Rs 10,00,000 Rs 50,000
Special Class Rs 60,000 Rs 2,00,000 Rs 20,000
A Class Rs 30,000 Rs 80,000 Rs 10,000
B Class Rs 12,000 Rs 40,000 Rs 5,000
C Class Rs 6,000 Rs 20,000 Rs 2,000
D Class Rs 3,000 Rs 20,000 Rs 1,000

A certificate is valid for three years from the start of the financial year in which it was granted. Take a Special Class certificate granted in February 2026. The financial year began on 1 April 2025, so it runs to 31 March 2028, barely two years after you received it.

Apply for renewal in Form C at least one month before expiry, with a performance report in Form G. Miss the date and Rule 10 adds a penalty: the renewal fee for the first three months of delay, then the renewal fee again for every further month. Four months late on a Special Class renewal reads as Rs 40,000 in penalty on top of the Rs 20,000 fee.

Renewal can also be refused if you have not validly tendered for, or executed, any work within the periods Rule 14 sets for your class. Bids still carry earnest money of 1% of the estimated cost in recent notices; see EMD in tender for how that works.

Experience and engineers each class needs

The Rule 5 eligibility guidelines, substituted in 2018, set tests only for the top two classes. For Super Class you need a valid Special Class certificate, or an equivalent rank with another state PWD, CPWD, a major port, the Railways or a public sector undertaking. You also need Rs 6 crore of work executed in one financial year, including one contract worth Rs 2 crore. For Special Class you need an A Class certificate or equivalent, and Rs 2 crore in one financial year including one Rs 60 lakh contract.

For A Class and below, the published rule sets no fixed value. The application form still asks for your works of the last three years, certified by the engineer in charge, and the “list of tools, plants, machinery and vehicles which the firm owns”.

Rule 7-A adds staff. A Special Class contractor must employ one graduate engineer and two diploma holders from Odisha, and an A Class contractor one graduate engineer or two diploma holders. Their pay cannot be lower than a state government engineer of the same qualification, and a certificate is not renewed without them.

Graduate engineers can register straight into A Class and diploma holders into B Class, with no deposit and half the fee. A 2018 order gave graduate architects the same A Class terms. Individual SC and ST contractors pay half the Rule 7 deposit, and up to B Class get a 10% price preference under a resolution of 30 October 2018.

The machinery list that can replace experience

Rule 5 lets the registering authority relax the experience test if you own a set list of machines in working condition. The lists read like a road contractor’s fleet.

Machine Special Class Super Class
Vibratory roller 2 2
Power road roller, 8 to 10 MT 2 2
Tandem road roller 1 2
Hydraulic excavator 1 2
Tipper 5 10
Dozer 1 2
Mix plant 1 (60 to 90 TPH) 1 (100 to 120 TPH)
Wet mix plant 1 1 (60 TPH)
Sensor paver and paver finisher 1 each 1 each
Concrete batching mixer 1 2
Transit mixer Not listed 3
Compressor 2 3
Plate vibrator 3 5

This is a route for a firm with a strong fleet and a thin record. A 20-tonne class machine fits the excavator slot, such as the Tata Hitachi EX 210 Infra, at around Rs 57 to 63 lakh (indicative, as of Oct 2026). A single drum roller such as the JCB VM117 sits at around Rs 34.2 to 37.8 lakh (indicative, as of Oct 2026), and the list wants two.

Ownership keeps mattering after registration. Rule 11 lets the authority suspend or cancel a certificate if you no longer have adequate equipment, technical staff or money. If a machine is the gap between you and the next class, compare construction equipment finance before buying.

How to apply on CDMS

  1. Create your profile on CDMS with your PAN, GST number and contact details.
  2. Choose the class and file the application, which follows Form A of the rules. Upload your works list, turnover and net asset figures with a chartered accountant’s certificate, and machine details backed by an invoice or lease document.
  3. Pay the registration fee and pledge the Rule 7 deposit, unless you are exempt as an engineer or architect.
  4. The registering authority checks your record and issues the certificate in Form B. CDMS also handles renewal, upgrade and change of class.
  5. Enrol on the state e-procurement portal, tendersodisha.gov.in, with your own digital signature certificate before you bid.

Blacklisting is the risk to manage. A November 2021 memorandum caps it at three years per offence and ten years in total, and the registration certificate stays suspended for the period. For two neighbouring systems, see Andhra Pradesh contractor registration and Chhattisgarh contractor registration.

When to move from A Class to Special Class in Odisha

Move up when most of the work you want sits above Rs 6 crore. Special Class adds jobs from Rs 20 crore to Rs 50 crore, but it takes away everything from Rs 1 crore to Rs 6 crore that A Class can bid for, and it adds a graduate engineer, a second diploma holder and a deposit of Rs 2 lakh. If your steady work is Rs 2 crore to Rs 5 crore road and building packages, A Class covers it up to Rs 20 crore. Look at the live Odisha tenders and opportunities in your district first, and count how many fall in each band.
