Can a road or earthwork contractor register with NALCO once and then get called for its jobs? Only partly: NALCO vendor registration, as published in November 2026, is an online route for micro and small enterprises that supply goods, filed with one of five units, and it makes you an approved vendor for limited tender enquiries. Works and hire contracts run on GeM and the Central Public Procurement Portal, where open tenders test turnover and similar work each time. Limited tenders go only to “NALCO’s enlisted contractors”, and NALCO does not publish how to get enlisted. An open road tender at Angul, closing 20 November 2026, asked for Rs 110.98 lakh average turnover and an EMD of Rs 3,50,000.

National Aluminium Company Limited is a Navratna PSU under the Ministry of Mines. In its own description it runs the Panchpatmali bauxite mines (68.25 lakh tonnes a year) and the alumina refinery at Damanjodi in Koraput district, and a 4.60 lakh tonne smelter with a 1,200 MW captive power plant at Angul. The 2025-26 annual report adds the Utkal-D and E coal mines near Angul, which produced 4 million tonnes that year, and the Pottangi bauxite mine, handed to a mine developer and operator on 9 December 2025 for 25 years. Each unit has its own Tender and Contract (T&C) department, and the tender numbers show it: MC for CPP, OMC for the smelter, eR and eGR for the refinery, R and C for the mines.

What NALCO vendor registration covers in 2026

NALCO’s website lists four ways in, and only one of them is a register you apply to.

Route Who it is for Where What it gets you
MSE vendor registration Micro and small goods suppliers MSE Online Registration form, or paper form to the unit’s GGM (Materials) Approved vendor status for limited tender enquiries
Portal enrolment Every bidder for goods, services and works GeM and CPPP (eprocure.gov.in) Access to open tenders
Contractor enlistment Works and service contractors Not published; ask the unit’s T&C department Invitations to limited tenders
Port service panels Shipping lines, C&F agents, stevedores, surveyors Port Facilities office, Visakhapatnam, and the Kolkata regional office Tenders floated to panel members

A vigilance page also mentions a supplier portal for online registration, but as read on 2 November 2026 the tender pages link only to GeM and CPPP.

How the MSE registration works

NALCO’s vendor registration process note runs to four points. NALCO aims to buy 100% through GeM, so MSEs should register there first. For limited tenders (LTE) it pre-qualifies vendors before sending enquiries, so an MSE not yet registered with NALCO applies online with the documents named in its vendor registration form, or posts the form to the Group General Manager (Materials) of the unit. If the papers pass, the firm becomes an approved vendor for enquiries.

We read the public online form without filling it in. It asks you to choose one unit, then for company name and address, CEO name, PAN, phone, email, a contact person, a Udyog Aadhaar number and an upload, with a box confirming you are an MSE. The three-page paper form asks for more: whether you are a manufacturer, agent, dealer or trader, the items you want registered for, copies of 5 to 10 orders from clients, three years of turnover with the last audited accounts, a banker’s solvency certificate, your GST and PAN, HSN or SAC codes, and your sister concerns. Neither mentions a fee or a validity period, and the form is built for products, not machine hours.

NALCO’s MSME facilitation cell names a GM (Materials) and a mechanical officer for each of the smelter, the CPP, the refinery and the mines. In the 2025-26 annual report NALCO says it bought Rs 1,447.94 crore from MSEs, 61.56% of eligible procurement against a 25% target under the Public Procurement Policy for MSEs, 2012. Women-owned MSEs registered rose from 295 to 369.

Who gets NALCO’s limited tenders?

The Damanjodi refinery’s tender notices, eR-3144 and eR-3123 among them, carry a standard paragraph. A single-part limited tender is published for information only, participation “is by invitation only and is limited to NALCO’s enlisted contractors”, unsolicited offers may be ignored, and contractors who want such work “may apply for enlistment with NALCO as per procedure”. The procedure itself is not on the website. A site search for enlistment, approved vendor and contractor list returned nothing useful on 2 November 2026.

That gap matters because limited tenders are a large share of the work. By our count, 217 of the 484 notices dated 2026 in NALCO’s tender archive were limited tenders, against 223 open. Ore haulage shows the effect. All five 2026 tenders for loading and road transport of run-of-mine bauxite at Panchpatmali, from R-1678 in January to R-1749 in October, were limited. The same job went out as an open tender in August 2024 and January 2025.

Staying enlisted has rules too. If you skip three bids in a row you go on a holiday list for a year. Two very poor performance ratings on a contract get you delisted for a year, and banning runs from one to three years.

What 2026 NALCO works and hire tenders asked for

Open tenders need no NALCO registration at all, only a GeM or CPPP account and papers that clear the qualifying bar. The table uses notices from the active tenders page and the archive.

Tender (2026) Mode EMD Average turnover Similar work (3 / 2 / 1 jobs)
MC-5695: CPP periphery road, Angul, 12 months Open, CPPP Rs 3,50,000 Rs 110.98 lakh Rs 147.98 / 184.97 / 295.96 lakh
MC-5636: hire of 4 crawler dozers, CPP coal yards, 1 year Open, GeM Rs 5,48,843 Rs 164.65 lakh Rs 219.54 / 274.42 / 439.07 lakh
MC-5643: coal wagon loading, Angul, 2 years Open, GeM Rs 4,50,000 Rs 67.22 lakh Rs 89.62 / 112.03 / 179.24 lakh
R-1747: shift support at Panchpatmali mines, 2 years Open, GeM Rs 1,25,000 Rs 15.54 lakh Rs 20.72 / 25.91 / 41.45 lakh
eR-3144: road re-carpeting, Damanjodi, 6 months Limited, CPPP Rs 80,000 Enlisted only Enlisted only
MC-5629: hire of one backhoe loader, CPP, 6 months Limited, GeM Rs 10,000 Enlisted only Enlisted only

Read the Angul road tender closely, because the other NITs share its format. Similar work means construction or maintenance of a bituminous road with bituminous concrete or bituminous macadam, done in the last seven years. Past job values and turnover are escalated at 10% a year simple to today’s prices, and a job finished within the last year gets no escalation. Sub-contract experience counts if you add the main contractor’s order and certificate, plus the principal owner’s certificate for the whole package. A certificate issued after 30 June 2022 is valid only if it carries the issuing officer’s name and designation. CA certificates need a UDIN, every third-party document must be attested by a gazetted officer or notary, and you need your own EPF and ESI codes, PAN and GST. The tender fee is nil and the defect liability period is 36 months.

The hire tenders define experience more loosely. MC-5636 accepts any O&M job in an industrial set-up, any material handling or any construction work done with dozers, loaders, rollers or excavators, proved with gate passes or deployment certificates. Joint ventures were refused. Live NALCO notices and other PSU work are listed with EMD and closing dates on the government tenders and opportunities board.

Does an MSE certificate save you the EMD?

Often, but check each bid. NALCO’s MSE page promises exemption from tender fee and EMD, payment within 30 days of accepting material, and a chance for MSEs within 15% of the lowest price to match it for up to 25% of a divisible quantity. The tender documents are more careful: NSIC or MSME-registered firms “may be considered” for EMD exemption on attested proof, and on GeM only service providers and manufacturers qualify, never traders. Some bids switch preference off. Mines tender R-1747 showed MSE purchase preference as No, with no MSE relaxation on turnover or experience. NALCO’s BRSR for 2025-26 puts its accounts payable at 45 days.

Which machines NALCO contracts call for

The mine runs its own heavy fleet of dump trucks, ripper dozers and drills, kept up under maintenance contracts, so small owners get in through haulage, coal yard work and plant support. The wagon loading job at Angul (MC-5643) needs at least four machines with buckets of 2 cubic metres or more, loading 15 wagons (900 cubic metres) in 1 to 1.5 hours, paid per wagon. That is wheel loader work. The L&T 9020 (11,500 kg, buckets of 1.5 to 3.5 cubic metres, about Rs 50.4–55.7 lakh, indicative, as of Nov 2026) and the Hindustan 2021E (11,637 kg, 1.53 to 3.0 cubic metres, about Rs 48.5–53.6 lakh, indicative, as of Nov 2026) sit in that class. The limited backhoe hire at the CPP coal handling plant suits a JCB 3DX (about Rs 28.5–31.5 lakh, indicative, as of Nov 2026).

Other mining and power PSUs handle this differently. NTPC opens a free enlistment by works group (see NTPC vendor registration). Coal India tests each overburden bid afresh on its portal or on GeM (Coal India vendor registration). NMDC keeps a registration on paper but hires excavators tender by tender (NMDC vendor registration). NALCO mixes open and limited tenders roughly half and half, which makes enlistment worth chasing.

Checklist before you go after NALCO work

  • Register on GeM and on CPPP with a digital signature token; every open NALCO tender runs on one of the two.
  • If you are an MSE supplying goods, file the MSE Online Registration with the unit you sell to, and keep your Udyam proof ready for EMD exemption.
  • Write to the T&C department at Angul or Damanjodi asking how to apply for contractor enlistment for limited tenders, and keep their reply.
  • Collect completion certificates that name the signing officer, CA certificates with UDIN, and your own EPF and ESI codes.
  • Bid regularly once enlisted, since three missed bids in a row put you on the holiday list for a year.
  • Line up equipment finance before bidding for a hire contract that needs four loaders or four dozers on day one.

Figures come from NALCO’s MSE, tender, archive, service contracts and vigilance pages, its vendor registration process note and form, the MSE Online Registration page, tenders MC-5695, MC-5636, MC-5643, MC-5629, R-1747 (GeM bid GEM/2026/B/8131367), eR-3123 and eR-3144, and the 45th Annual Report 2025-26, as read on 2 November 2026. Machine prices are indicative and vary by variant, location and date. Portals, documents and supplier terms change.
