CIDCO contractor registration is still open in 2026 under CIDCO’s 2023 rules for civil and electrical works. Civil firms choose from twelve classes, from Class VIII (works up to Rs 5 lakh, Rs 3,000 fee) to Class IA (no limit, Rs 40,000 fee), plus a non-refundable scrutiny fee of Rs 2,000 to Rs 10,000, all before GST. You apply on paper at CIDCO Bhavan, CBD Belapur, and enlistment lasts three years. CIDCO tenders also accept a matching central or Maharashtra government registration, and an unregistered bidder who wins must enlist with CIDCO within three months or lose the EMD.
Section 1.4 of CIDCO’s enlistment rules sets the limit of the whole exercise in one line: enlistment only entitles a contractor “to be considered for participation in tenders subject to the conditions laid down in each individual Notice Inviting Tender”. The class gets you through the door. Each tender then tests turnover, solvency, plant and similar work again.
Does CIDCO still register contractors in 2026?
It does. The contractor registration section of CIDCO’s website, checked on 31 October 2026, carries separate civil and electrical application forms and the rules governing registration of contractors for civil and electrical engineering works, 2023, issued by the Executive Engineer (Product Approval and Registration). The booklet has untidy edges. Its title clause still calls it the 2022 rules, and the date of effect is left blank.
The “online registration” tab was empty on 31 October 2026, and the rules say enlistment “is being carried out physically” until an online system starts. The latest published list of registered contractors is dated 5 January 2023 and names 123 firms, 31 of them in Class IA. What proves the register is live is the tenders. CIDCO’s October 2026 notices on the Mahatenders portal name a CIDCO class in every civil job.
CIDCO contractor registration classes and fees
Civil enlistment covers three kinds of work. Building works are one. Infrastructure works take in roads, bridges, water supply, sewerage, storm water drains, metro work and sewage treatment plants. Miscellaneous civil work covers earthwork, survey, structural repairs, horticulture, road furniture and signage. Supply-only orders do not count as experience. Table 1 of the rules sets the classes:
| Civil class | Works up to | Registration fee (Rs) | Scrutiny fee (Rs) |
|---|---|---|---|
| IA | No limit | 40,000 | 10,000 |
| IB | Rs 2,500 lakh | 35,000 | 10,000 |
| IC | Rs 1,500 lakh | 35,000 | 10,000 |
| II | Rs 750 lakh | 30,000 | 10,000 |
| III | Rs 300 lakh | 25,000 | 5,000 |
| IV | Rs 150 lakh | 20,000 | 2,000 |
| IV(A) | Rs 90 lakh | 15,000 | 2,000 |
| V | Rs 50 lakh | 10,000 | 2,000 |
| V(A) | Rs 30 lakh | 7,500 | 2,000 |
| VI | Rs 15 lakh | 5,000 | 2,000 |
| VII | Rs 7 lakh | 3,000 | 2,000 |
| VIII | Rs 5 lakh | 3,000 | 2,000 |
Fees exclude GST. Unemployed engineers can register up to Rs 150 lakh and project affected persons up to Rs 15 lakh, with their class fixed by the prevailing government resolution and CIDCO board decision. Retired Maharashtra government engineers get Rs 150 lakh if they retired as Executive Engineer or above, and Rs 90 lakh below that rank. A duplicate certificate costs Rs 5,000 plus GST.
Who qualifies: solvency, turnover and engineers
Table 3 of the rules sets the minimum for each civil class, in Rs lakh:
| Class | Bank solvency | Average turnover, last 3 years | Work in hand, current year | Graduate / diploma engineers |
|---|---|---|---|---|
| IA | 350 | 500 | 750 | 2 / 4 |
| IB | 250 | 400 | 600 | 2 / 4 |
| IC | 150 | 300 | 450 | 2 / 4 |
| II | 75 | 200 | 300 | 2 / 4 |
| III | 30 | 90 | 150 | 1 / 1 |
| IV | 15 | 60 | 80 | 1 / 1 |
| IV(A) | 9 | 30 | 60 | 0 / 1 |
| V | 5 | 25 | 30 | 0 / 1 |
| V(A) to VII | 3 to 1 | 15 to 1.5 | 10 to 3 | None required |
The solvency certificate must come from a scheduled or nationalised bank, in the applicant’s own name, and be under 12 months old. Turnover needs a CA certificate backed by completion certificates for civil or electrical work. Private-client work earns only 50% credit and needs TDS certificates. One mismatch is worth asking about: the eligibility table ends with a class capped at Rs 3 lakh, while the fee table puts Class VIII at Rs 5 lakh.
You also need an office with phone and internet in the Mumbai Metropolitan Region, or a named contact person there. Firms applying for Class IA to II must undertake to employ three unemployed engineers who passed in Maharashtra, and file an ISO certificate or quality manual.
How to apply for CIDCO contractor registration
- File the application on your letterhead (Annexure I) with self-attested documents at the office of the Executive Engineer (PA&R), 3rd floor, CIDCO Bhavan, CBD Belapur. Civil and electrical need separate applications.
- Pay the scrutiny fee against the challan CIDCO issues once the file is complete.
- Bring the originals for verification. CIDCO then sends your completion certificates to the issuing offices by registered post or email to confirm them.
- Answer any shortfall CIDCO emails you. With no reply within 60 days, the file is closed as declined.
- After approval, pay the registration fee and collect the certificate.
The checklist asks for a notarised proprietorship affidavit or the partnership deed or incorporation papers, notarised PANs of every partner or director, the solvency certificate, three years of CA turnover certificates, GST and Udyam or shop registration, the technical staff list, works done in three years with completion certificates, and a list of machinery with supporting documents. The indemnity bond and non-blacklisting undertaking go on Rs 500 stamp paper. A forged document means permanent debarment.
Validity, renewal and upgradation
Enlistment is valid for three years. Apply for renewal between 90 and 30 days before expiry. A provisional renewal of up to three months is available at half the regular charge. Renewal is not automatic: you must show you tendered during the period, at least with an e-tender rejection letter from CIDCO or another government body. Upgradation can be sought after two years, and work done outside CIDCO counts. A change in partners, directors or name must be reported within 90 days with a Rs 2,000 fee, or a Rs 3,000 penalty applies.
What two October 2026 CIDCO tenders ask for
| Test | Box culvert, Karanjade (C.A. 02/CIDCO/EE(PNL)/2026-27) | Roads and drains, Kharghar Sector 33 (C.A. 08/CIDCO/EE(KHR-II)/2026-27) |
|---|---|---|
| Cost put to bid | Rs 3,21,28,741.66, 548 days | Rs 2,58,49,215.77, 275 days |
| Class | Class II and above (Civil) | Class III and above (Civil) |
| EMD | Rs 3,22,000 | Rs 2,59,000 |
| Bank solvency | Rs 75 lakh | Rs 30 lakh |
| Average turnover | Rs 96.39 lakh (30% of cost) | Rs 77.55 lakh (30% of cost) |
| Plant | Own or tied-up RMC plant, 30 cum/hr, within 25 km | Hot mix plant of 40 TPH and RMC plant of 30 cum/hr, each within 25 km |
| Bids close | 20 November 2026 | 16 November 2026 |
The solvency each notice asks for is exactly the class minimum in Table 3: Rs 75 lakh for Class II, Rs 30 lakh for Class III. Both invite bidders registered “with CIDCO Ltd. or with Central Govt., or with State Govt. of Maharashtra and its undertakings in appropriate class & Category”. Bidders with no such registration may still bid. If one wins, it must obtain CIDCO registration in the right class within three months of award, or the EMD is forfeited.
That matters for Maharashtra PWD contractors. Since 2017, Maharashtra PWD contractor registration stops at Class IV, Rs 150 lakh, so it cannot match a Class II or III requirement. On our reading, a PWD-only firm bidding above that line enters as unregistered and must enlist with CIDCO after winning. Put that question to the Executive Engineer named in the notice before you bid. Neither notice allows joint ventures, and the Karanjade tender document refuses EMD exemption certificates “in any form”. A CIDCO certificate travels too: Pune Municipal Corporation accepts it in place of its own list, as this guide to municipal corporation contractor registration explains.
Machines CIDCO checks, at registration and on site
The machinery list is a registration document, and the indemnity bond commits you to deploy the tools, plant and machinery each tender needs. A contractor who stops keeping staff or plant, owned or hired, can be demoted a class.
The Karanjade bill shows where the work lies. It has 1,836.40 cum of embankment compacted “with vibratory roller” to 97% of Proctor density at Rs 1,057.16 a cum, Rs 19.41 lakh in all, and 872.26 cum of soft rock excavation at Rs 557 a cum. An 11-tonne single-drum roller such as the CASE 1107NX (about Rs 33 to 37 lakh, indicative, as of October 2026) suits the embankment. A 20-tonne excavator such as the Tata Hitachi EX 210 Infra, with factory rock breaker piping (about Rs 59 to 66 lakh, indicative, as of October 2026), fits the rock. If a class upgrade depends on owning one, line up construction equipment finance before you file.
CIDCO vendor registration is a separate list
Searches for CIDCO vendor registration usually land on product enlistment, run by the same office. It approves materials and their manufacturers. CIDCO’s list of approved vendors, renewed up to 25 December 2025, opens with cement makers. A circular of 9 January 2026 sets the 2026 charges: a Rs 1,331 scrutiny fee per proposal, and for new enlistment Rs 6,655 per product category for MSME manufacturers. Firms with turnover above Rs 250 crore pay Rs 66,550 lump sum or Rs 6,655 per category, whichever is higher, all plus GST. Product enlistment does not let you bid for works. But the Karanjade notice wants an RMC tie-up with a CIDCO-approved plant, so check that list before you sign one.
To see which CIDCO and other Maharashtra works are open now, with class, EMD and closing date, check the live government tenders and opportunities board.
Classes, fees and eligibility are taken from CIDCO’s rules governing registration of contractors for civil and electrical engineering works (2023), the product registration circular of 9 January 2026 and tenders 02/CIDCO/EE(PNL)/2026-27 and 08/CIDCO/EE(KHR-II)/2026-27, as read on 31 October 2026. Rules, fees, classes and tender terms change. Confirm the current position with CIDCO’s Executive Engineer (PA&R) or another official source, and with the tender document itself, before you apply or bid. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
