For GHMC contractor registration you register with the Government of Telangana, because GHMC tenders ask for a valid state civil registration “under appropriate class” and GHMC publishes no register of its own. The rules are G.O.Ms.No.94 of 1 July 2003, and G.O.Ms.No.66 of 20 April 2015 sets the class limits: Class V up to Rs 50 lakh, Class IV up to Rs 1 crore, Class III up to Rs 4 crore, Class II up to Rs 10 crore, Class I up to Rs 30 crore and Special Class any amount. Fees run from Rs 5,000 to Rs 30,000, a registration lasts five years, and every class now applies online through the Commissionerate of Tenders portal.
A contractor with a backhoe loader parked in Shamshabad opens Tender ID 744148 on the Telangana e-procurement portal: Rs 72.95 lakh to restore broken bitumen stretches in Circle 18, bids closing 2 November 2026. To bid, he needs a Telangana civil registration of Class IV or above, since Class IV covers works up to Rs 1 crore. The first document the tender lists is a “copy of Contractors valid registration under appropriate class with Government of Telangana State”.
This guide is built from the state’s government orders, the Commissionerate of Tenders portal and GHMC’s own tender documents, all read on 31 October 2026.
Who registers contractors for GHMC works?
The state does. G.O.Ms.No.94 of the Irrigation and CAD Department, issued in 2003 before the state was divided, holds the tender procedure in Annexure-I and the contractor registration rules in Annexure-II. Telangana kept the order and has amended it since 2014. One registration covers every engineering department, and GHMC’s notices invite bids from “Contractors / Contracting firms registered with Government of Telangana State”.
GHMC’s website has a tenders page and a contractor login for its works monitoring system, but no enrolment form, class list or fee. That puts Hyderabad with Madhya Pradesh’s urban bodies, which also accept state registration, and apart from Greater Chennai, which keeps its own five-class list. The municipal corporation contractor registration guide compares those cities.
One change to know in 2026. On the state portal, works in the Serilingampally, Kukatpally and Quthbullapur zones now carry the name Cyberabad Municipal Corporation, and some northern works are tendered by Malkajgiri Municipal Corporation. On 31 October 2026 the portal listed 153 live GHMC tenders, 75 for Cyberabad and 79 for Malkajgiri. A Cyberabad road tender of 28 October 2026 asks for the same state registration, citing G.O.Ms.No.94, 130, 14 and 66 by number.
GHMC contractor registration classes, limits and fees
The limits come from Annexure-III of G.O.Ms.No.66 of 20 April 2015, and GHMC’s Shamshabad notice of October 2026 still says the work is “put to tender as per G.O.MS.No.66”. The fee is from G.O.Ms.No.67 of the same date, the solvency amount from G.O.Ms.No.149 of 15 October 2015, and the turnover from Annexure-I of G.O.Ms.No.66.
| Class (civil) | Works up to | Processing fee | Bank solvency | Civil turnover, any one of last 10 years |
|---|---|---|---|---|
| Special Class | Any amount | Rs 30,000 | Rs 6 crore | Rs 2.5 crore |
| Class I | Rs 30 crore | Rs 20,000 | Rs 3 crore | Rs 50 lakh |
| Class II | Rs 10 crore | Rs 10,000 | Rs 1 crore | Rs 20 lakh |
| Class III | Rs 4 crore | Rs 6,000 | Rs 40 lakh | Rs 10 lakh |
| Class IV | Rs 1 crore | Rs 5,000 | Rs 10 lakh | Rs 4 lakh |
| Class V | Rs 50 lakh | Rs 5,000 | Rs 5 lakh | No limit set |
Each limit is a ceiling with no floor. The 2003 order gave every class a band, but the 2015 amendments rewrote them as “up to”, so a Class III firm can bid for a Rs 30 lakh lane just as a Class V firm can. The solvency certificate must come from a scheduled bank, and it is valid for one year from issue.
Telangana’s figures differ from Andhra Pradesh’s even though both start from the same 2003 order. Telangana raised Class II to Rs 10 crore and Class III to Rs 4 crore in 2015, while Andhra Pradesh contractor registration now stops at Rs 6 crore and Rs 3 crore.
The top two classes are tightening. The committee of Engineers-in-Chief decided in November 2024, and confirmed on 10 January 2025, that from 1 April 2025 it would not accept a second Special Class or Class I application claiming the 2015 turnover relaxation. Its Board of Chief Engineers had already asked the government in May 2023 to bring back a test of works actually executed: Rs 2.5 crore in one year for Special Class and Rs 50 lakh for Class I, certified by department engineers. Classes II to V stay on the 2015 turnover test.
Documents and how to apply online
Since G.O.Ms.No.21 of 10 August 2020, every civil class applies through the Telangana contractor registration portal, which made the online route compulsory for Classes II to V from 1 September 2020. The checklist the portal publishes for the civil category asks for:
- the application form with a Rs 2 court fee stamp, and a bio-data
- the processing fee by demand draft or banker’s cheque
- the bank solvency certificate for your class
- a chartered accountant’s turnover certificate and statement of civil works for your best year, backed by Form 26AS and the profit and loss account
- PAN, latest income tax return, GST registration in Telangana, and Aadhaar for individuals
- the partnership deed and Registrar of Firms forms, or company papers
- notarised declarations on Rs 100 stamp paper bought in Telangana, covering blacklisting, criminal cases and other registrations
The application goes to the authority it is allotted to. Under G.O.Ms.No.94, a committee of Engineers-in-Chief with the Commissioner of Tenders decides Special Class and Class I, a committee of two Chief Engineers and a nominee of the Commissioner decides Class II, a district committee of Superintending Engineers decides Class III and IV, and the divisional Executive Engineer registers Class V.
Registration stays in force for five years in that class, then you register afresh. The 2003 rules also confine Class IV and Class V contractors to works in the circle where they registered. We found no Telangana order lifting that, so ask the registering authority before you bid outside your circle.
What a live GHMC tender asks for
Tender 744148, invited by the Superintending Engineer, Shamshabad Zone, is a good test, because road restoration is where a small fleet earns. Registration only opens the door. The price bid is opened only if you clear every line below.
| Item | What tender 744148 asks for |
|---|---|
| Estimated contract value | Rs 72,94,832, completion in 2 months, lump sum |
| Registration | Valid Telangana registration in the appropriate class |
| Earnest money | 1%, Rs 72,948, online or bank guarantee valid 6 months, in favour of Commissioner, GHMC |
| Portal transaction fee | Rs 4,304, under G.O.Ms.No.6 of 9 October 2026 |
| Bid capacity | 3AN minus B must exceed the estimate, under G.O.Rt.No.294 of 18 July 2020 of MA&UD |
| Liquid assets | At least Rs 109.42 lakh in credit or solvency from a nationalised or scheduled bank |
| Key staff | 1 graduate engineer and 2 diploma holders |
| Hot mix | Batch mix plant within 70 km if owned, 100 km if leased, certified working by an Executive Engineer |
Turnover and works from the last ten financial years count, with 10% added for each year to bring old figures to 2026-27 prices. The “A” in the bid capacity formula is your best such year. A bid more than 25% below the estimate must top up the gap to 75% of the estimate as additional security, and 7.5% of each bill is retained until the work is complete.
Smaller GHMC jobs ask for less. A Rs 39.8 lakh CC road in Mehdipatnam, Tender ID 745039, lists the registration certificate, EMD, GST, PAN, a CA turnover certificate, works on hand and one similar work. GHMC’s payment terms are the same on both: works of Rs 20 lakh and below get a single final bill, and bills are paid in order of submission, subject to funds. Filter live Hyderabad tenders and opportunities by value before you decide which class to apply for.
Machines on a GHMC road restoration job
Tender 744148 asks for a declaration, on Rs 100 stamp paper, that you own or have leased one each of a dozer, tipper, paver finisher, front end loader, smooth wheeled roller, tandem roller, vibratory roller and bitumen emulsion pressure distributor. A lease must be signed after the tender notice date.
The list names a front end loader, not a backhoe loader. Whether the loader end of a JCB 3DX, at around Rs 28.5 to 31.5 lakh (indicative, as of Oct 2026), satisfies that line is a question for the Superintending Engineer before bids close. The tandem roller slot is easier: a 3.3-tonne machine such as the JCB VMT330 sits at around Rs 14.3 to 15.8 lakh (indicative, as of Oct 2026). Registration rules ask for no machinery at all. The tender does, and it is checked at bid stage.
Class V, IV or III: which to apply for before your first GHMC bid
Count the work first. Of the 153 GHMC tenders live on 31 October 2026, 141 were Rs 50 lakh or less, 9 fell between Rs 50 lakh and Rs 1 crore, and only 3 crossed Rs 1 crore, the largest at Rs 1.91 crore. Class V reaches almost all of it, for a Rs 5,000 fee and a Rs 5 lakh solvency. Class IV adds the Rs 50 lakh to Rs 1 crore road packages like tender 744148, for the same fee, Rs 10 lakh solvency and Rs 4 lakh turnover. Pick Class III, with Rs 40 lakh solvency and a Rs 10 lakh turnover year, only if you also chase Cyberabad, Malkajgiri or other departments’ crore-plus works, or want freedom from the circle rule. If a missing roller or paver is what keeps you off the bigger packages, compare construction equipment finance before you apply for the higher class. For the rules in other states, see the PWD contractor registration guide.
