Tamil Nadu PWD contractor registration has six classes under G.O.(Ms) No.37 of 17 June 2022: Class IA (above Rs 25 crore), Class I (Rs 10 to 25 crore), Class II (Rs 5 to 10 crore), Class III (Rs 2 to 5 crore), Class IV (Rs 50 lakh to Rs 2 crore) and Class V (up to Rs 50 lakh). Solvency runs from Rs 2.50 crore for Class IA down to 15% of the registered value for Class V. You register with one of four Regional Chief Engineers (Buildings), and the live certificate lasts three years. Water Resources and Highways keep separate registers, and neither PWD order asks you to own machines.

To bid for a PWD building above Rs 25 crore in Tamil Nadu, you now need Class IA, a class that did not exist before June 2022. Until December 2021, a Class I contractor could bid for anything above Rs 75 lakh, a ceiling that had stood since 1999.

This guide is built from the two government orders that set the current rules, both on the state’s GO archive. We searched that archive through October 2026 and found no later PWD order on registration. A Madras High Court ruling of April 2026 still treats Class IA registration as the entry ticket for a PWD tender, which tells you the 2022 structure is the one in use.

Three departments, three registers

The procedure goes back to G.O.(Ms) No.1789 of 29 December 1992, framed under Appendix XXIII of the Tamil Nadu Public Works Department Code. That order covered both the PWD and the Highways Department. Since then the works side of the state has split.

The PWD (Buildings) registers contractors under the 2021 and 2022 orders described below. Water Resources has worked as a separate department since G.O.(Ms) No.36 of 11 February 2008, and now registers its contractors online under its own G.O.No.79 of 1 November 2023. The Highways Department keeps a third register, run through its Superintending Engineers and Divisional Engineers.

Some state bodies borrow the PWD scheme. The Tamil Nadu Police Housing Corporation adopted the 2022 order by a letter of 6 September 2022, the High Court recorded in 2023. For how other states run the same idea, start with the PWD contractor registration guide.

Tamil Nadu PWD contractor registration classes and limits

The table follows G.O.(Ms) No.37, Public Works (G2) Department, dated 17 June 2022. It added Class IA, raised the Class I range and set a fixed solvency amount for each class.

Class Work value you can bid for Solvency Limit under the 1999 order
Class IA Above Rs 25 crore Rs 2.50 crore Did not exist
Class I Above Rs 10 crore, up to Rs 25 crore Rs 1.50 crore Above Rs 75 lakh
Class II Above Rs 5 crore, up to Rs 10 crore Rs 75 lakh Up to Rs 75 lakh
Class III Above Rs 2 crore, up to Rs 5 crore Rs 30 lakh Up to Rs 30 lakh
Class IV Above Rs 50 lakh, up to Rs 2 crore Rs 10 lakh Up to Rs 15 lakh
Class V Up to Rs 50 lakh 15% of the value you register for Up to Rs 6 lakh

The jump happened in two steps. G.O.(Ms) No.195 of 14 December 2021 replaced the 1999 slabs with the Rs 50 lakh to Rs 10 crore ladder, and the June 2022 order then split the top into Class IA and Class I. The Chief Minister announced the change at the All India Builders Convention in Mamallapuram on 12 March 2022, after builders asked for it.

Solvency used to be 30% of the value you sought. The 2022 order gave each TN PWD contractor class a fixed figure instead, and raised Class IV to Rs 10 lakh from Rs 7.50 lakh. For Class V, the order’s own example: register for Rs 20 lakh and you need solvency of Rs 3 lakh.

How to register as a contractor in PWD Tamil Nadu

All new registrations, Class I to Class V, go to the PWD’s Regional Chief Engineers (Buildings). The 2022 order names four: the Engineer-in-Chief and Chief Engineer for the Chennai region, and the Chief Engineers (Buildings) at Tiruchirappalli, Madurai and Coimbatore.

Your application, with the prescribed fee, is sent to the division or circle where you want to register. The office there checks your eligibility and your papers, and the Superintending Engineer or Executive Engineer sends it back to the Chief Engineer with a recommendation. The registration is kept in an electronic ledger that Chennai headquarters can see.

The live certificate, the document every tender asks for, is valid for three years since the 2021 order. It used to be one year. Registration and renewal now run online: in the April 2026 case, the firm had finished its online Class IA renewal, but the certificate had not been issued, and its tender was rejected.

Keep the registration current when your firm changes. In a February 2026 case, a Class I firm lost a tender because a partner who had pledged property for solvency had left, and the update was still pending on the day of the bid.

Solvency after the May 2025 change

Tamil Nadu’s solvency certificate was a Revenue Department document issued against immovable property, which is why offices also ask for an encumbrance certificate. The High Court noted in February 2026 that G.O.Ms.No.282 of the Revenue and Disaster Management Department, dated 26 May 2025, discontinued that certificate.

In its place, a PWD Chief Engineer asked one firm in December 2025 for a banker’s certificate, a net-worth certificate, an average annual turnover certificate and an indemnity bond. Property already mortgaged to a bank was not accepted as security. No general PWD circular listing the replacement documents is published, so ask before you file. Our guide to the solvency certificate for tenders explains how banks issue one.

Experience, documents and the fee

The two orders set values and solvency only. The experience each class needs and the registration fee are not published in any document we could reach. Older papers give the outline: the PWD’s Citizen Charter for 2009-10 listed financial capacity, experience in building work, a solvency certificate for immovable property and registration charges.

In a 2018 case the department told the court that a contractor moves up one class at a time, on work done for the PWD, and that a Class V firm cannot jump to Class I. Plan the climb over several renewals.

Papers that come up again and again in the department’s letters and the court records:

  • Income tax clearance and GST registration.
  • The solvency certificate, or the documents now accepted in its place.
  • An encumbrance certificate for any property offered as security.
  • Experience certificates for works completed.
  • PAN, and the partnership deed for a firm.

Water Resources and Highways registration

Water Resources publishes a list of its registered contractors. The version dated July 2024 shows seven classes, IA, I, II, III, IV, IVA and V, registered at state, circle or division level. The limits for WRD classes, including Class IVA, sit in G.O.No.79 of 2023, which is not on the state’s GO archive.

WRD registration can also lapse on its own. In July 2025 the department told a Class I firm its registration had expired because it had not bid in WRD tenders for two years in a row, and asked it to apply afresh online.

For Tamil Nadu highways contractor registration, the latest figures we can trace are old. Rulings from 2009 describe Class I as works above Rs 75 lakh, with the Superintending Engineer registering the upper classes and the Divisional Engineer registering Class V. No newer Highways order is published. Its 2026-27 policy note says the department will move to technology-enabled registration, so ask the circle office for the current slabs.

Does registration need machinery?

Neither PWD order lists a single machine. Your class depends on work value and solvency, and equipment is tested tender by tender.

Highways road tenders are where machines decide eligibility. Guidelines issued by the Chief Engineer (General) on 20 May 1999 let tender notices accept only contractors who own a central mixing plant and possess a paver. In December 2009 the High Court upheld a Highways notice that asked for ownership of both, and held that own means owner: possession of a hired plant does not meet it. Read each notice, since the condition is set per tender.

Behind the paver, a road package also needs compaction and grading, typically a tandem roller such as the CASE 952NX and a motor grader such as the Mahindra G9075. If a tender list is ahead of your fleet, line up construction equipment finance before the bid date, and keep your EMD ready alongside it.

For a state that runs one register across all its works departments, compare Andhra Pradesh contractor registration.

The question to ask the Regional Chief Engineer’s office

Before you pay a fee or file a single paper, ask this: “Now that revenue solvency certificates have stopped, which documents do you accept for my class, and how long will the online registration take to issue?” The answer tells you whether you can bid this season. While you wait, keep watch on Tamil Nadu tenders and opportunities that fit the class you are applying for.
