Nineteen MMRDA tenders were open on the Mahatenders portal on 1 November 2026, and there is no MMRDA contractor registration behind any of them. The Mumbai Metropolitan Region Development Authority publishes no contractor, vendor or enlistment register a firm can apply to. You qualify tender by tender: each notice sets its own similar-work test, machinery list and EMD, and you bid with a Mahatenders login and a digital signature. Six of the nineteen were civil works, from a Rs 10.22 crore concrete road package in Ulhasnagar (EMD Rs 10,21,684) to Metro Line 5 viaduct packages with EMDs of up to Rs 90 lakh.
MMRDA is a Government of Maharashtra undertaking headquartered at Bandra-Kurla Complex. It builds the Mumbai metro lines through its Metro PIU, flyovers and foot over bridges through the Transport and Communications division, and roads and creek bridges outside Mumbai under the Extended Mumbai Urban Infrastructure Project (Extended MUIP) through its Engineering division. That is a lot of concrete and steel, so contractors search for a list to get onto. There isn’t one.
Is there an MMRDA contractor registration?
No open one. As on 1 November 2026, the Tenders menu on MMRDA’s English website has two entries: a link out to Mahatenders and a “Tender & Notices” page. That page read “Currently There is no Tenders & Notices” on the day; the older notices sit in an archive that runs to 37 pages. The site search finds nothing for “vendor registration”, “enlistment” or “registration of contractors”. No rules, application form, fee or list of registered contractors is published anywhere on the site.
MMRDA does form panels, but for services. In March 2026 it invited expressions of interest to empanel architects and urban designers, then cancelled that call on 8 July 2026 “due to administrative reasons”. Maha Mumbai Metro Operation Corporation, its metro operating company, has a live empanelment of vehicle-hire agencies worth Rs 28.63 crore, with an EMD of Rs 85,88,277. Neither panel is a works contractor register.
Which registration MMRDA tenders accepted before
Older notices show how MMRDA handled the question. A December 2021 Engineering division notice for a Rs 1.95 crore concrete road at Kurla invited tenders from contractors “registered in appropriate category with the PWD/MCGM/MHADA/CIDCO/MJP” who had done work of similar nature and magnitude. A 2021 notice for a Metro Line 7 linkway foot over bridge at Poisar, estimated at Rs 40.01 crore, went wider. It accepted a class from MMRDA, MHADA, MCGM, CIDCO, PWD “or any Govt/Semi Govt Organization”, plus similar work done as prime contractor.
So a class from another body was the entry ticket, and that body was usually not MMRDA. There is a catch for PWD-only firms. Since 2017 the Maharashtra PWD contractor registration stops at works of Rs 1.50 crore, well below MMRDA’s current tenders. CIDCO contractor registration still runs up to an unlimited Class IA, the nearest open register in the region.
On the six works tenders live on 1 November 2026, the Mahatenders field “Tenderer Class” reads “Others” in every case. “Allow Preferential Bidder” reads “No”. The portal summaries do not say whether the documents still ask for an outside class. The documents sit behind the portal’s download step, so read Chapter 2 (Eligibility Criteria) of each one before assuming either way.

The other thirteen live tenders were four 80-year leases of BKC plots and nine service, consultancy or licensing jobs, from housekeeping to a group mediclaim policy. The road and FOB jobs are percentage-rate contracts. The three metro packages are lump-sum design-and-build contracts, which no small firm can bid for alone. All six ask for 180 days of bid validity and take fees and EMD online through an SBI gateway.
The Ulhasnagar road tender shows how dates drift. Published on 6 August 2026, it has been pushed back six times by corrigendum, most recently on 13 October, to a closing date of 23 November 2026 and a pre-bid meeting on 2 November. Check the corrigendum list before you plan a bid around the first date you saw.
What the Gundavali foot over bridge tender tests
The clearest view of MMRDA’s eligibility rules in 2026 comes from the Common Set of Deviations issued on the Gundavali FOB tender, which quotes the original clauses and their revised wording. Similar work now means structural steel FOBs or skywalks at least 3 m wide; composite road over bridges were struck out of the definition. The bidder must have fabricated steel superstructure and erected or launched steel girders of at least 30 m span, cut from 40 m in the original document.
Ongoing work can now count, if at least 80% of its contract value has been executed by the end of the month before bids were invited. The contract period was corrected to 12 months including monsoon, against 18 months in one clause of the original. The Metro Line 6 FOB tender added a similar 80% note for ongoing work to its eligibility clause 5.9.2.
The turnover floor and any bid-capacity formula sit inside the tender documents, which the portal summary does not reproduce. Joint venture terms do not appear in either summary or deviation sheet. Ask at the pre-bid meeting, or in writing to the officer named in the notice, before you assume a JV is allowed.
EMD, fees and the MSE question
Every one of the six works tenders shows “EMD Exemption Allowed: No” and “Tender Fee Exemption Allowed: No” on Mahatenders. An Udyam certificate will not save you the deposit here. The Ulhasnagar EMD is exactly 1% of its estimate.
Bigger jobs can be cheaper in percentage terms. The Railadevi Lake beautification tender in Thane (Phase II), published by the Engineering division in December 2025, was estimated at Rs 99,15,72,141 excluding GST. Its EMD of Rs 49,57,865, about 0.5%, was split into Rs 4,95,790 paid through the online gateway and Rs 44,62,075 as a bank guarantee. The tender form cost Rs 3,000 plus 18% GST, and the contract ran 18 months excluding monsoon with 24 months of defect liability. That notice is still in MMRDA’s tender archive.
How to get on Mahatenders for MMRDA bids
Every MMRDA notice of 2025 and 2026 read for this guide names mahatenders.gov.in as the only place to download and submit. MMRDA’s December 2025 Railadevi notice still printed its own older e-tendering address, which did not load on 1 November 2026, so ignore it. Enrol through the portal’s Online Bidder Enrollment page with a valid digital signature certificate. That same login works for CIDCO, PWD and other Maharashtra bodies on the portal. The notices give support-eproc@nic.in and MMRDA’s own mahatender mailbox for upload problems.
Where machine owners fit on MMRDA jobs
MMRDA does hire machines directly now and then. Its Unauthorised Construction cell tendered “Supply of Machinery & Manpower” across Mumbai city, Mumbai Suburban, Thane, Raigad and Palghar districts in December 2025, with a Rs 5,900 fee, a Rs 50,000 EMD and a three-year term. The bids closed on 5 January 2026, so watch for the next round.
The bigger market is the package contractors. The Gundavali tender’s minimum machinery clause (12.5.2) lists a computerised batch mix plant of 30 cubic metres an hour, transit mixers and vibratory rollers, and the deviation sheet now lets bidders own or hire every item. That is the opening for a hire fleet. On an FOB site, a 15-tonne pick-and-carry such as the ACE NX 360 15T (18,300 kg, about Rs 32.3–35.7 lakh, indicative, as of Nov 2026) moves steel members and formwork. The big girder lifts over the highway need a much larger crane. Pile caps and road subgrade on the Ulhasnagar and Metro Line 5 corridors suit a 20-tonne crawler like the Tata Hitachi EX 210 Infra (20,300 kg, buckets of 0.86 to 1.5 cubic metres, about Rs 57–68 lakh ex-factory, indicative, as of Nov 2026). Subgrade compaction needs a soil compactor of the CASE 1107NX class (11,100 kg, 2,150 mm drum, about Rs 32.3–35.7 lakh, indicative, as of Nov 2026).
Buy only against a firm hire order from a package contractor. Monsoon months and corrigendum delays stretch MMRDA timelines, and construction equipment finance EMIs do not wait for a bid opening.
When to bid on MMRDA work yourself, and when to work under a package contractor
Bid yourself when your completion certificates match the definition word for word: steel FOBs or skywalks of 3 m width and 30 m girder spans for the bridge jobs, or completed concrete road work for the Extended MUIP packages, checked against that tender’s own definition. You also need the EMD in cash or a bank guarantee, with no MSE exemption. Hold a Mahatenders login and a CIDCO class as well, since older MMRDA notices accepted one and CIDCO keeps an open register. If your record is smaller, or you own machines more than a works history, work under the Metro Line 5 and FOB contractors this season. Insist on certified completion records you can show on the next tender. Live MMRDA, CIDCO and other Maharashtra works, with EMD and closing dates, are listed on the government tenders and opportunities board.
Figures come from MMRDA’s website, tender archive and site search, the Mahatenders listing and tender pages for MMRDA as read on 1 November 2026, the Common Set of Deviations on tenders 2026_MMRDA_1341650_1 and 2026_MMRDA_1345405_1, the Ulhasnagar road corrigenda 1 to 6, and MMRDA notices of 2021 and December 2025. Machine prices are indicative and vary by variant, location and date. Rules, fees and tender terms change. Confirm the current position with the MMRDA division named in the notice and the full tender document before you bid. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
