Puducherry PWD contractor registration is still live in October 2026 even though the department’s own published register is not: every name on its five class lists was uploaded in March 2020, and the last certificate on them expired in December 2023. Contractors are enlisted in five classes, Class I (highest) to Class V, through the Central Office at 34 Lal Bahadur Sastri Street. The class-wise limits and fees are not published online; each enlistment order carries its own tendering limit. Tenders open on 31 October 2026 asked for Class V on works up to about Rs 13.2 lakh and Class II on works near Rs 2.9 crore, with EMD at 2% of the estimate.

The department still runs the register. Its live tenders ask for a class on almost every civil job, and they want an enlistment order valid on the last day of bid submission. What has gone stale is the public copy. The Class I to Class V pages on pwd.py.gov.in show a “last updated” date of 16 January 2020, the PDFs behind them were uploaded on 12 March 2020, and the latest expiry date anywhere in them is 20 December 2023.

So treat those lists as history. They are useful for one thing: they show how the system is built.

How Puducherry PWD contractor registration is organised

Puducherry runs one register for all four regions: Puducherry, Karaikal, Mahe and Yanam. The Citizen’s Charter 2026 names the Engineer Assistant at the Central Office, PWD, 34 Lal Bahadur Sastri Street, as the desk for “Enlistment of Contractors and other related matters”, on 0413-2330420. That is where an application, an upgrade or a renewal starts.

The 2020 lists hold 808 names across the five classes. The shape is a pyramid, with most firms in the lower classes. Class I is the most open to outsiders: 16 of its 53 firms give a Tamil Nadu address, from Chennai to Coimbatore.

Class Names on the published list Usual certificate term Latest expiry on the list
Class I 53 5 years 4 September 2023
Class II 76 5 years 20 December 2023
Class III 155 5 years 20 December 2023
Class IV 237 5 years 2 December 2023
Class V 287 5 years 28 November 2023

Each row in those lists gives a date of issue and a date of expiry, and most pairs sit five years apart, such as 29 April 2015 to 29 April 2020. The lists also record whether the holder is an individual, a sole proprietor, a partnership or a company, and name the partners.

Which class do you need for which tender?

The department has not put a class-wise rupee limit table on its website, and its Acts and Rules page lists only the CPWD manuals, the General Financial Rules and similar codes. Tender notices fill the gap. A February 2024 Irrigation Division notice says all contractors may bid “according to their tendering limit prescribed in their enlistment order”. Pondicherry Municipality, which also hires by PWD class, is blunter in its 2026 notices: bids from contractors without the required tendering limit “shall be summarily rejected”.

The live notices show where the lines fall in practice. We opened the PWD tenders listed on pudutenders.gov.in on 31 October 2026, plus two 2026 Irrigation Division press notices and one from 2024 for a Class I job.

Class asked for Estimated cost of the works seen Example
Class V and above Rs 57,446 to Rs 13.24 lakh Compound wall at a Karaikal school, Rs 13,24,326
Class IV and above Rs 16.53 lakh to Rs 48.30 lakh Retaining wall on Pallamadhagu channel, Rs 46,80,188
Class III and above Rs 80.72 lakh Puliyansalai road and drainage, Oussudu, Rs 80,72,098
Class II and above Rs 1.68 crore to Rs 2.94 crore Three-storey school block at Pandakkal, Mahe, Rs 2,87,39,324
Class I and above Rs 7.53 crore Single-lane bridge and tank bund road at Bahour, February 2024

These are observed values, not legal ceilings. They tell you that a Class IV certificate covers most of the drain, culvert and small building work the Irrigation and Buildings and Roads divisions put out, and that Class III opens the larger road jobs. Fifteen of the October notices left the class field blank on the portal and put it inside the tender document instead, so always read the NIT.

Contractors outside the Puducherry register can still bid. The NIT for the Rs 80.72 lakh Puliyansalai road accepts a “PWD/ CPWD/ MES/ Railways/ TWARD/ Any State PWD Registration Certificate /Enlistment Order of the appropriate class”. A firm already holding a Tamil Nadu certificate should read the Tamil Nadu PWD contractor registration guide for how its own class maps across.

What a Puducherry PWD bid asks for

The same October 2026 NIT, invited by the Executive Engineer, Buildings and Roads (North) Division, lists what every bidder uploads:

  • the registration certificate or enlistment order of the appropriate class
  • GST registration, and the acknowledgement of an up-to-date GST return
  • a declaration that you have inspected the site, and one on the other machinery you will deploy
  • for firms not registered with PWD Puducherry only: Form C with completed similar works, and a notarised non-blacklisting affidavit in Form J on Rs 100 stamp paper

The experience test for outsiders is three similar works of 40% of the estimate, two of 60% or one of 80%, completed in the last seven years. Older work is brought up to today’s value at 7% a year simple. A Puducherry-registered contractor skips that test, which is the main reason to hold a local certificate.

Money is paid online. Earnest money on the October works tenders is 2% of the estimate: Rs 1,61,442 on the Rs 80.72 lakh road job and Rs 5,87,044 on a Rs 2.94 crore drain. The processing fee is Rs 500 or Rs 1,000 plus 5% GST, depending on the size of the work. For how EMD is refunded or forfeited in general, see EMD in tender. Live Puducherry and Tamil Nadu work is also tracked under government tenders and opportunities.

Two older rules are worth checking for in any notice. Irrigation Division notices from 2022 and 2023 barred contractors already holding three works of Rs 1 crore or more each. And clause 21 of the 2026 NIT says the Superintending Engineer will score your performance on the job, with penalties carried into the “renewal of enlistment”.

The machines a road job expects you to own or lease

Road NITs carry a mandatory plant list. The lowest bidder must produce the RC book, a bank hypothecation letter or a lease agreement after the letter of acceptance, or lose the EMD. For the Rs 80.72 lakh Puliyansalai job the list is:

Machine Number
Central hot mix plant, 40 to 60 TPH, with electronic control 1
Hydrostatic paver finisher with sensor control 1
Vibratory roller 1
Tandem roller, 8 to 10 MT 2
Water tanker and tipper or dumper, 6 T 6
Bitumen sprayer 1
Front end loader and earth-moving machines As needed

A Class III or Class IV firm moving into road work usually owns the loader and leases the plant. For the tandem slot, the 9.1-tonne ACE ADD-95 sits in the 8 to 10 MT band at around Rs 34.6 to 39.2 lakh (indicative, as of Oct 2026). For the vibratory roller, the 11.5-tonne JCB VM117 is around Rs 38.9 to 42.6 lakh. A JCB 3DX backhoe covers the loader and drain-cutting work at around Rs 29.5 to 32.6 lakh (both indicative, as of Oct 2026). A lease agreement is accepted, so hiring is a fair route for a first road contract.

How to apply, as far as the department shows it

No application form, fee table or G.O. for contractor enlistment is posted on pwd.py.gov.in as of 31 October 2026. The Orders and Circulars page reads “Currently no latest Circular are available”, and its archive link returns “Page Not Found”. The practical route is:

  1. Visit or call the Engineer Assistant at the Central Office and collect the current application form, fee and document list for the class you want.
  2. Keep your works record, GST registration and PAN ready, along with any certificate you already hold from CPWD, MES, the Railways or another State PWD.
  3. Once enlisted, enrol free on pudutenders.gov.in and register a Class II or Class III digital signature certificate.
  4. Track the expiry. A notice will reject an order that lapses before the bid date.

Estimates on these works are built on the Puducherry Schedule of Rates 2024-25, in force from 14 August 2024, which the department posts on its PSR page. For how other states publish their class limits openly, compare the PWD contractor registration guide.

The question to put to the enlistment desk

Ask the Engineer Assistant which government order now fixes the class-wise tendering limits, fees and renewal terms, and ask for a copy. Tender notices rely on the tendering limit printed in your enlistment order, so the figure on your own order decides which jobs you can bid for. Get it in writing before you pay for a class. If a road job is the reason you are moving up a class, price the rollers through construction equipment finance before the bid date, not after the letter of acceptance.
