NMDC vendor registration exists on paper but rarely decides who gets work. NMDC’s Contract Management Manual 2023 provides for three-year vendor registration in classes A to F by turnover. The website’s vendor page offers only an empanelment form for micro and small suppliers. Contractors and hiring firms qualify inside each tender instead: notices go up on NMDC’s tender portal and the Central Public Procurement Portal, and bids go in on GeM, or on MSTC with a Class 3 digital signature. An October 2026 excavator hiring tender at Kirandul asked for turnover of Rs 1.01 crore and excavators no older than five years, owned or hired.
On 1 October 2026, NMDC’s contracts office at Kirandul in Chhattisgarh invited bids to hire two EX-220/200 class excavators for a year, and it would accept a machine up to 12 years old. Six days later the same office floated a second tender for two more excavators of the same class, and this time anything more than five years past its purchase date was out.
That gap tells you how NMDC works. No certificate settles your eligibility in advance; each tender writes its own rules on turnover, past work and machine age. What follows comes from NMDC’s own manual, website and the two Kirandul tender documents.
Is there an NMDC vendor registration for contractors?
On paper, yes. Chapter XII of NMDC’s Contract Management Manual 2023 sets up a Vendor Development Cell and a Vendor Registration Committee. Vendors use a vendor management portal to pick the works and locations they want and upload financial and experience documents. Registration normally runs for three years, and vendors are graded by average annual turnover over the past three financial years:
| Class | Average annual turnover | Handled by |
|---|---|---|
| A | More than Rs 100 crore | Vendor Development Cell, head office |
| B | Up to Rs 100 crore | Vendor Development Cell, head office |
| C | Up to Rs 50 crore | Vendor Development Cell, head office |
| D | Up to Rs 10 crore | Vendor Development Cell, head office |
| E | Up to Rs 5 crore | Cell at the project or unit |
| F | Up to Rs 2 crore | Cell at the project or unit |
The catch: the manual leaves the portal’s name blank, NMDC’s website shows no works registration form, and its “Vendor Portal” link opens a login screen we could not read past. One rule works in your favour. The manual says a new vendor whose bid qualifies techno-commercially in an open tender is to be registered without further approval. Winning your first bid is the registration. Neither 2026 amendment circular, of 26 May and 28 July, lists vendor registration among the clauses it changes.
NMDC supplier registration for goods and spares
For suppliers there is a form. The Vendor Empanelment section of nmdc.co.in carries one item, an application form for vendor empanelment for MSEs, uploaded in February 2022. It asks for a regional office near Bailadila, Donimalai or Panna, three years of customers with purchase orders, a plant and machinery list, a balance sheet and your GeM registration. Some fields still ask for VAT, CST and excise numbers, so add your GSTIN alongside.
The manual says limited tenders posted on the CPP Portal are by invitation only; manufacturers wanting future enquiries should apply through that empanelment section. Most spares now move through GeM. On 27 October 2026, NMDC’s tender list held 46 GeM bids out of 73 live notices, including undercarriage spares for an Atlas Copco IDM70 drill, a track chain assembly, OTR 20.5R25 tyres and a hoist drum for rope shovels at Kirandul.
NMDC tender registration: which portal to enrol on
Section 5.1 of the manual says works and services are bought through MSTC, GeM or another approved portal, with each invitation also published on NMDC’s tender portal and the CPP Portal. The tender decides where you enrol.
| Portal | What it is used for | What you need |
|---|---|---|
| NMDC tender portal | Notices, values, EMD and dates for every unit | Nothing to read notices |
| GeM | Spares, consumables and service bids, including machine hiring | Seller registration on GeM |
| MSTC (mstcecommerce.com/eprocn) | NMDC e-tenders started on or after 1 April 2024 | Fresh registration; Class 3 signing and encryption DSC |
| CPP Portal | Copies of notices and corrigenda | Free search |
Old MSTC usernames do not work on the new portal. None of the pages we read states a registration fee, so check on the portal before you pay anyone. If GeM is new to you, the steps are in the guide to GeM portal registration for contractors.
What an NMDC excavator hiring tender actually tests
The clearest current example is tender KDL/CTRT/Hiring Ex-SSP DH & Other Location/26-27/49, dated 7 October 2026 and run on GeM as bid GEM/2026/B/8126715. It hires two excavators for 12 months to handle iron ore at the SSP of DH-11C and other locations of the OCSL plant in NMDC’s Bailadila mine at Kirandul. Bids close at 11:00 on 4 November 2026. The estimated cost is Rs 3,35,94,600 including GST, for 14,600 machine hours. That works out to about Rs 1,950 an hour before GST, our own arithmetic.
| Test | Rule in tender KDL/49 (7 October 2026) |
|---|---|
| Similar work, last 7 years | One job of Rs 2.02 crore, or two of Rs 1.18 crore each, or three of Rs 83.99 lakh each |
| Average annual turnover | Rs 1.01 crore over the three years to 31 March 2026 (30% of the estimate) |
| Working capital | Rs 83.99 lakh (25% of the estimate, for jobs of 12 months or less) |
| Net worth and bank record | Positive in each of the last three years; no default to any bank in 2025-26 |
| EMD | Rs 3,35,950 by SBI Collect, bank guarantee, UPI, NEFT or insurance surety bond |
| Site visit | Certificate from NMDC mandatory, or the offer is not considered |
| Joint venture | Not allowed |
Accountant certificates must carry a UDIN, private-client experience needs TDS certificates as backing, and sub-contract experience must trace back to the principal client.
Similar work is not limited to mines
This is where NMDC differs from the overburden bids described in the guide to Coal India vendor registration, which count only excavation inside a mine. Tender KDL/49 counts “any work involving supply or deployment of hydraulic excavators of bucket of 0.9 CuM or Higher capacity”, whether that was the main activity or one item in a larger order. The 1 October tender (KDL/53) counts hiring of EX-220/200 class excavators “in any industry”. An owner with excavators on highway, canal or township jobs can qualify on paper.
The machinery clause, line by line
Volume II of tender KDL/49 sets these terms for the two machines:
- Bucket capacity of at least 0.9 cubic metres, described as equivalent to the EX-220/200 model.
- No more than five years old from the date of purchase, counted to the last day of the month before the tender appeared on GeM.
- Registration, fitness, insurance and pollution certificates for each excavator uploaded with the bid.
- A hired or leased machine is accepted with a valid lease or rent agreement and the same papers.
- Each machine available for at least 20 hours a day; you supply operators, relievers, fuel, spares and maintenance.
- A breakdown longer than one working day means a replacement of equal or higher capacity at your cost.
Penalties are written in rupees. Work starts after a 15-day mobilisation period, and each day of delay costs Rs 3,900 per excavator. On any day a machine is available for less than 20 hours, the damages are 1.5 times the quoted hourly rate.
Read the bucket size before you quote a machine. The Tata Hitachi EX 210 Infra excavator is listed with buckets from 0.86 to 1.5 cubic metres, so its smallest bucket falls just under NMDC’s 0.9 floor while the larger ones clear it. Live hiring and earthwork tenders like this are gathered on the government tenders and opportunities board.
MSE benefits as NMDC states them
Clause 28 of the KDL/49 notice exempts MSEs registered for the tendered service from paying EMD. Udyam registration as a trader does not qualify. An MSE quoting within L1 plus 15% can bring its price down to L1 and supply up to 25% of the work; where the job cannot be split, as this one cannot, the MSE may be given all of it. NMDC asks MSEs to email their registration certificate to the contracts office at Kirandul before the due date so it can confirm the registration covers the work.
The GeM bid page also shows a turnover relaxation for MSEs that the notice’s eligibility clause does not mention. The notice says its terms prevail over GeM’s, so get NMDC’s answer in writing first.
Integrity Pact, monitors and the cost of walking away
Tender KDL/49 marks the Integrity Pact as applicable, and an offer without a signed copy is not considered. NMDC’s website lists three Independent External Monitors, all retired officers of the IAS, IRS and IPS.
Walking away is expensive. The manual allows NMDC to suspend a vendor for six months to one year from contracts across all its projects if it withdraws a bid during validity, fails to sign, or fails to give the performance guarantee. Banning for fraud or poor performance can run from six months to three years.
Money you need before the first bill
The winner of KDL/49 gives a contract performance guarantee of 5% of the contract value within 30 days of the effective date, and another 5% is held back from each running bill until final acceptance. A guarantee given late carries penal interest of 12% a year. The GeM bid promises payment within 30 days of the service delivery acceptance certificate and the online bill. Quantities can move by 20% either way at the quoted rate, with no idle charges payable to you. Plan the guarantee and three months of diesel and wages before you bid.
The PWD and CPWD contractor registration guide covers the class rules most owners meet first, SAIL vendor registration shows the steel-plant route, and the list of top mining companies in India shows who else hires fleets.
The bottom line
Do not wait for an NMDC registration letter. Register as a GeM seller and on MSTC’s new portal, get a Class 3 signing and encryption DSC, and watch NMDC’s tender list for Kirandul, Bacheli and Donimalai. Then read each tender’s similar-work definition and machine-age limit before anything else, because those two clauses change from one tender to the next. If a five-year age limit means replacing an older excavator, compare construction equipment loans and finance options against the 5% guarantee and the 30-day payment cycle first.
