Engineers India vendor registration runs as two separate enlistments, both handled by EIL’s Procurement Development Department in New Delhi. Construction contractors and logistics firms enlist free of charge under trade categories such as site grading, piling and cross-country pipelines, each with its own minimum job value. Manufacturers and stockists enlist as suppliers and pay a processing charge: Rs 2,00,000 plus GST for a firm that is not an MSE, down to Rs 30,000 plus GST for a micro enterprise, as of 1 November 2026. Both enlistments last three years. Open EIL works tenders on the Central Public Procurement Portal test each bidder against their own qualification criteria.
Can a civil contractor bid for an EIL refinery or campus job without being on EIL’s list? For an open tender, yes, provided you meet that tender’s qualification criteria. The two open works tenders checked for this guide, both live on 1 November 2026, list no EIL enlistment among the papers a bidder uploads. The list matters for something else. EIL is a consultancy PSU that runs procurement for refineries, pipelines and institutions on behalf of its clients, and it invites limited tenders from its enlisted firms.
What Engineers India vendor registration covers
EIL’s Suppliers and Contractors page splits the work in two. Suppliers apply on the Online Supplier Enlistment Management System at enlist.eil.co.in. Construction contractors and logistics service providers apply on the Online Contractor Enlistment Management System (OCEMS, version 3.0) at ces.eil.co.in. The contractor terms still print the older address www6.eil.co.in/CES, which opens the same portal.
The purpose clause of the contractor terms is blunt. As a consultant, EIL is obliged to keep a list of construction contractors for the projects it executes, and the department keeps that list up to date. Enlistment means inclusion in EIL’s Master Contractors List, and clause 14 of the mandatory instructions adds that it “shall in no way guarantee regular issue of tenders.”
On 1 November 2026 the page’s counters put enlisted suppliers at more than 2,700, over 700 of them MSEs. Its FAQ says 87 enlisted contractors hold ISO 45001 certification.
Contractor enlistment: who can apply and the trade categories
The governing document is EIL’s Terms and Conditions for Enlistment of Construction Contractors and Logistic Service Providers (document 5-1844-0011, Rev. 2 of 4 December 2023, posted on the site in July 2026). Two kinds of firms qualify: a contractor that was awarded a job directly by the owner, and a sub-contractor of the main contractor, each with similar jobs done in the past seven years.
You apply trade by trade. Each category sets a minimum value for one completed contract, or a technical test in place of a value. These are the ones where machine owners usually fit:
| Trade category | Minimum for enlistment | What counts as experience |
|---|---|---|
| C01 Route and topographical survey | Rs 10 lakh, one contract | Route surveys for pipelines, canals, railway track or highways |
| C05 Piling | Rs 100 lakh, one contract | Bored, driven or cast-in-situ piles; list of rigs with make and year |
| C30 Site grading and road works | Rs 100 lakh, one contract | Grading and roads in plants, dams, canals, highways, tunnels, bridges, flyovers |
| C31 Civil, structural and underground piping | Rs 100 lakh, one contract | Process-based industrial plants only |
| C32 Plant and non-plant buildings | Rs 100 lakh, one contract | Control rooms, pump houses, hospitals, colleges, townships, stations |
| M11 Cross-country pipeline | No value set | Buried hydrocarbon lines of 8 inch and above, 50 km in total; water lines not counted |
| M14 Equipment erection and heavy lift | Rs 100 lakh, one contract | A single crane lift of at least 300 MT; gin pole or derrick lifts not counted |
| M17 Pipeline crossings by HDD | No value set | 8 inch pipe, 100 metres by horizontal directional drilling |
| M20 City gas pipeline | Rs 100 lakh, one contract | Buried steel or non-steel city gas lines only |
| M08 Insulation, M09 Painting | Rs 50 lakh, one contract | Industrial plants only; annual rate contracts not counted |
The trade category table on the same page also carries electrical, instrumentation, package plant, environmental study, logistics and architect categories. Dredging and reclamation (C27) sits at the top end, with a Rs 1,000 lakh single-contract floor for offshore work.
Documents, rules and the fee for contractors
There is no fee for contractor enlistment, says EIL’s FAQ. The paperwork is the hurdle. The mandatory instructions ask for the following:
- Work orders or contract agreements showing scope and value, plus completion certificates for the qualifying jobs. A certificate that mentions poor performance or a financial penalty is not accepted.
- Annual reports with audited balance sheets and profit and loss accounts. A firm with negative net worth in the latest year is neither enlisted nor revalidated.
- A valid ISO 9001 certificate, and either ISO 45001 or a corporate HSE policy.
- A solvency certificate of any amount from a scheduled bank, issued in the last or current financial year.
- Udyam registration if you apply as an MSE, and format PDD-A-01, an undertaking that every document is genuine. Proprietors, partnerships and LLPs must get it notarised.
Sub-contract experience needs three papers: the main contractor’s work order with schedule of rates, its completion certificate, and the owner’s or PMC’s certificate or approval naming you as sub-contractor. Work done for your own plant does not count. Files go up as PDFs of no more than 20 MB each, and processing takes about four months. Enlistment lasts three years from the month of the letter. Apply for revalidation six months before expiry. If your qualifying job is older than seven years by then, revalidation will not be processed.
Stay active, too. A contractor who has not quoted against at least two EIL limited tenders in three years, has not sought revalidation within a year of expiry and does not answer the department’s notice can be declared dormant.
Supplier enlistment and its fees
The supplier route is built for manufacturers. Under the supplier terms (document 9-1844-0024, Rev. 4 of 7 April 2025), the firm must have been incorporated at least three years before applying and must have executed three orders for bulk items or two for equipment in the past ten years. Track record should come from the hydrocarbon or nuclear sectors; others are considered at EIL’s discretion. Stockists of pipes, fittings, flanges and valves need an ISO 9001 warehouse of 1,000 square metres, plus 2,000 more for pipes. Indian suppliers get a works visit before approval.
EIL’s public fee calculator on the enlistment portal returned these charges on 1 November 2026, normal processing, for an Indian supplier:
| Supplier type | New enlistment | Revalidation |
|---|---|---|
| Not an MSE | Rs 2,00,000 + Rs 36,000 GST | Rs 20,000 + Rs 3,600 GST |
| Medium enterprise | Rs 1,00,000 + Rs 18,000 GST | Rs 20,000 + Rs 3,600 GST |
| Small enterprise | Rs 40,000 + Rs 7,200 GST | Rs 20,000 + Rs 3,600 GST |
| Micro enterprise (also women-owned micro) | Rs 30,000 + Rs 5,400 GST | Rs 15,000 + Rs 2,700 GST |
| Micro enterprise owned by SC/ST entrepreneur | Rs 5,000 + Rs 900 GST | Rs 2,500 + Rs 450 GST |
A foreign supplier pays USD 3,500. The charge is not refunded if the application is rejected, and one application covers at most ten item codes per item group per works location.
What EIL works tenders asked for in 2026
EIL publishes press tenders on its own tender site and runs the bidding on the Central Public Procurement Portal (CPPP). Two works tenders were open there on 1 November 2026:
| Tender | EMD | EMD exemption | Work period | Bids due |
|---|---|---|---|---|
| LT/C050-000-CF-T-8201/1011, Building Works-1 for the Numaligarh Refinery polypropylene project (2026_EIL_928570_1) | Rs 85,88,000 | Not allowed | 390 days | 9 Nov 2026 |
| VS/C015-000-T-7000/1003, composite works for IIT Jammu Phase B as EPC (2026_EIL_927922_1) | Rs 9,52,13,800 | Allowed | 810 days | 25 Nov 2026 |
Both charge no tender fee. Neither asks for an EIL enlistment letter. The Numaligarh cover asks for audited annual reports for the three preceding financial years, PAN, PF number, ESI registration and GSTIN, documents for the bidder qualification criteria, and a signed list of key construction manpower and equipment. The IIT Jammu cover adds technical and financial qualification documents, MSE papers if applicable, Make in India and land-border declarations, and the minimum manpower and equipment schedules.
The turnover and similar-work figures sit inside the bidding documents, which CPPP releases only after a captcha step. This guide did not read them. EIL says it holds pre-tender meetings in almost all enquiries, and the proposed qualification criteria are discussed there, so attend one if a criterion shuts you out.
Services are a separate route. The contractor terms say EIL buys any product or service available on GeM through GeM, so firms offering such services should also hold a GeM seller registration for contractors.
Machines on EIL pipeline, grading and piling work
The trade categories show which fleet EIL work draws on. Cross-country pipeline and site grading jobs run on 20-tonne-class crawler excavators. The Tata Hitachi EX 210LC Prime weighs 20,600 to 20,800 kg with a 0.9 to 1.17 cubic metre bucket, about Rs 55–65 lakh (indicative, as of Nov 2026). The JCB NXT 225LC M at 22,200 kg costs about Rs 60–70 lakh (indicative, as of Nov 2026). For C05 piling, EIL wants your rig list with make and year. A rig crane such as the ACE FP 210 Piling Crane (20-tonne lifting capacity, 21 m boom height) runs about Rs 39–45 lakh (indicative, as of Nov 2026).
The 300 MT single-lift test in M14 belongs to heavy-lift specialists. A smaller owner reaches that work by hiring out to them. Since enlistment needs a completed Rs 1 crore job in most civil categories, line up equipment finance against a contract you already hold, so the machine has earned its keep before it counts towards an EIL application.
Other oil PSUs handle registration differently. HPCL charges non-MSE firms for a permanent vendor code (see the HPCL vendor registration guide), while ONGC vendor registration enlists by category without a fee.
The question to put to EIL’s Procurement Development Department
Before you spend four months on an application, write to the department at pdd@eil.co.in (Engineers India Bhawan, 1 Bhikaiji Cama Place, New Delhi) and ask one thing: in the trade category you qualify for, how many limited tenders has EIL issued to enlisted contractors in the past year, and for which projects? A full category with few limited tenders means your time is better spent on open tenders. Track those, EIL’s included, on the government tenders and opportunities board.
Facts are taken from EIL’s Suppliers and Contractors page, its contractor terms (5-1844-0011 Rev. 2) and supplier terms (9-1844-0024 Rev. 4), the enlistment portal’s fee calculator, EIL’s tender site and two CPPP tender pages, all read on 1 November 2026. Machine prices are indicative and vary by variant, location and date. Rules, fees, categories and tender terms change. Confirm the current position with EIL and the tender document itself before you apply or bid. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
